AGENDA TITLE: Installation of Multi -Way Stop Control at the Intersection of Stockton Street and Harney Lane
MEETING DATE: September 20, 2000

RECOMMENDED ACTION: That the City Council adopt the attached resolution approving the installation of a
multi -way stop control at the intersection of Stockton Street and Harney Lane, as
shown on Exhibit A. The multi -way stop control will be removed when a traffic signal
is constructed.
BACKGROUND INFORMATION: Staff has been directed to proceed with signal design for Stockton Street
and Harney Lane, along with other locations that still need Council
approval. Since there will be some delay, staff evaluated the need for multi -
way stop control at this intersection as an interim solution. Traffic control at
the intersection is provided by stop signs on Stockton Street. Harney Lane traffic is not controlled with a 45 mph
posted speed. Due to the increasing traffic volumes, especially eastbound to northbound turning vehicles, staff
observed that drivers on Stockton Street suffer significant delay during peak volume periods. It appears Stockton
Street drivers feel compelled to enter Harney Lane through less than desirable gaps due to the constant traffic flow
from both east and west directions.
This intersection meets the Caltrans guidelines for multi -way stop control since a traffic signal is warranted and the
need is urgent. One of the guidelines suggests multi -way stop controls be used as an interim measure while
arrangements are made for a traffic signal installation. The intersection has high traffic volumes entering the
intersection; however, has a less than desirable 20%/80% volume split on Stockton Street and Harney Lane. Traffic
volume splits near 50%/50% are preferred at multi -way stop controls.
Based on the number one ranking in the Signal Priority Study, high traffic volumes, and speeds on Harney Lane, staff
recommends that City Council approve the installation of an interim multi -way stop control until the traffic signal is
constructed. No amendments are recommended to the Traffic resolution 97-148 due to the temporary nature of the
control and the relatively short anticipated period until the signal will be installed. We anticipate the design work will
be completed this winter with construction beginning in the spring.
FUNDING: Cost to convert intersection from a two-way stop to a multi -way stop from the Street Maintenance
Account at an approximate cost of $600.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING MULTI -WAY STOP CONTROL AT THE
INTERSECTION OF STOCKTON STREET AND HARNEY
LANE, WITH NO AMENDMENT TO TRAFFIC
RESOLUTION NO. 97-148
BE IT RESOLVED, that the City Council of the City of Lodi does hereby approve
the installation of a multi -way stop control at the intersection of Stockton Street and
Harney Lane, as shown on Exhibit A attached hereto; and
BE IT FURTHER RESOLVED, that due to the temporary nature of this multi -way
stop control, that no amendment to the City of Lodi Traffic Resolution No. 97-148, be
made at this time, as arrangements are being made for the installation of a traffic signal at
this intersection.
