AGENDA TITLE: Public Benefits Program — Amendment to Existing 'Lodi Residential Appliance Rebate 2000

RECOMMENDED ACTION: That the City Council amend the existing City of Lodi Residential Appliance
Rebate 2000 Program, to include Wal-Mart (located at 2350 W. Kettleman
Lane) as one of the participating local stores.
BACKGROUND INFORMATION: In May of this year, the City Council approved the Lodi Residential Appliance
Rebate 2000 Program. This program, funded through the City of Lodi Public
Benefits Program, offers a $100 rebate on the purchase of designated energy
efficient appliances (front -loading clothes washers, manual defrost upright freezers, high efficiency refrigerators, and
single -room air conditioners).
One element of the Lodi Residential Appliance Rebate 2000 Program requires Lodi residents to purchase the
aforementioned appliances from a local dealer. The original stores included: Anderson Maytag, Ben's Appliance,
FILCO of Lodi, Heilig-Meyers of Lodi, Kundert & Bauer, Les' Appliance, and Reo's Appliance Center.
City of Lodi Electric Utility staff recently identified an eighth local store (Wal-Mart) that sells at least one of the energy
efficient appliances eligible for the $100 rebate (the appliance is the single -room air conditioner with a Seasonal
Energy Efficiency Rating of 9.0 or better). It is the request, and recommendation, of Electric Utility staff to add Wal-
Mart as one of the participating local dealers to the Lodi Residential Appliance Rebate 2000 Program effective upon
City Council approval.

A RESOLUTION OF THE LODI CITY COUNCIL AMENDING THE LODI
RESIDENTIAL APPLIANCE REBATE 2000 PROGRAM BY ADDING
WAL-MART AS ONE OF THE PARTICIPATING LOCAL DEALERS

WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund
various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement;
and
WHEREAS, the requirement amounts to approximately $1 Million per year that must be dedicated to
qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the
customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer
groups: commercial/industrial, residential, community/non-profit, and municipal; and
WHEREAS, the Lodi Residential Energy Efficient Appliance Rebate 2000 Program is the fifth in a series
of projects specifically designed for Lodi residential electric customers. The Lodi Residential Energy Efficient
Appliance Rebate 2000 project will allow residential customers to receive cash rebates of up to $400 per service
address, by replacing specified older, less energy efficient appliances with more energy efficient models; and
WHEREAS, to participate in the program, residential customers may purchase any or all of the
following appliances from participating local dealers (i.e. Anderson Maytag, Ben's Appliance, FILCO of
Lodi, Helig-Meyers of Lodi, Kundert & Bauer, Les' Appliance, and Reo's Appliance Center) and receive a
$100.00 rebate for each:
• Energy efficient refrigerator;
• Upright manual defrost freezer;
• Front loading clothes washer;
• Single -room air conditioner with 9.0 or higher SEER);
WHEREAS, the total rebate could be $400 per qualified residential customer, and the rebate program
will run from June 1, 2000 until funds are depleted; and
WHEREAS, staff recommends adding Wal-Mart as one of the participating local dealers to the Lodi
Residential Appliance Rebate 2000 Program.
BE IT RESOLVED, that the Lodi City Council does hereby approve amending the Lodi Residential
Appliance Rebate 2000 Program, by adding Wal-Mart as one of the participating local dealers.
