HomeMy WebLinkAboutAgenda Report - September 20, 2000 E-16s y CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Public Benefits Program — Lease of one (1) Epic electric van for the City of Lodi Electric Vehicle Customer Demonstration Pilot Project (not to exceed $15,000) MEETING DATE: September 20, 2000 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council approve a Public Benefits Program allocation of $15,000 (not to exceed figure) for the lease of one (1) Epic electric van. The electric -powered van will be part of the City of Lodi Electric Vehicle Customer Demonstration Pilot Project. BACKGROUND INFORMATION: As another element of the City of Lodi Public Benefits Program, Electric Utility staff has created 'The City of Lodi Electric Vehicle Customer Demonstration Pilot Project.' The intent of this pilot project is to expose Lodi business owners and managers to the benefits associated with owning/operating an electric vehicle. As currently envisioned, the Epic electric van would be utilized as a loaner vehicle to local businesses interested in experiencing an electric -powered vehicle. The test drive or demonstration period of the electric vehicle would be for one or two weeks, depending upon the customers need and/or interest in the vehicle.. The Epic electric van is ideally suited for those businesses that do frequent deliveries throughout the community. Do to the extremely high interest in electric vehicles across the country, Electric Utility staff recommends securing one of the Epic electric van's via the lease process at this time. The terms of the lease are three years at $300 per month. The City of Lodi Electric Utility would coordinate the lease of this vehicle with Fleet & Facilities Manager Dennis Callahan from the Public Works Department. The City of Lodi Electric Utility respectfully recommends approval of this funding request as a qualifying component under the City of Lodi Public Benefits Program. This particular pilot project would be considered a Research, Development & Demonstration project through the Public Benefits Program. Dixon Flynn - City anager RESOLUTION NO. 2000-167 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING PUBLIC BENEFITS PROGRAM ALLOCATION FOR LEASE OF ONE (1) EPIC ELECTRIC VAN FOR THE CITY OF LODI ELECTRIC VEHICLE CUSTOMER DEMONSTRATION PILOT PROJECT ------------------------------------------------------------------------ WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1 Million per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, as another element of the City of Lodi Public Benefits Program, Electric Utility staff has created "The City of Lodi Electric Vehicle Customer Demonstration Pilot Project." The intent of this pilot project is to expose Lodi business owners and managers to the benefits associated with owning/operating an electric vehicle; and WHEREAS, the Epic electric van would be utilized as a loaner vehicle to local businesses interested in experiencing an electric -powered vehicle, and the loaner period would be for approximately one to two weeks depending upon the customers need or interest in the vehicle; and WHEREAS, due to the increased interest in electric vehicles across the country, Electric Utility staff recommend leasing one Epic electric van at a cost of $300.00 per month, not to exceed $15,000.00, and this pilot project would be considered a Research, Development & Demonstration project through the Public Benefits Program. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby approves a Public Benefits Program allocation not to exceed $15,000.00, for the lease of one (1) Epic electric van as part of the City of Lodi Electric Vehicle Customer Demonstration Pilot Project.
