HomeMy WebLinkAboutAgenda Report - September 20, 2000 E-15a CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Public Benefits Program Grant — The 1371 East Pine Street Building/Metal Building Development Company Demand-side Management Project ($10,993.97) MEETING DATE: September 20, 2000 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council approve a Public Benefits Program grant in the amount of $10,993.97 to The 1371 East Pine Street Building/Metal Building Development Company, as part of a demand-side management project. BACKGROUND INFORMATION: The 1371 Building Project (which is just under 34,000 square feet) is located at 1371 E. Pine Street, and is a new construction project recently completed by Metal Building Development of Lodi. The facility houses Keys Kitchens (a deli/restaurant) and adjacent warehouse space for this commercial food vending operation. After several meetings and site visits with the projects development team, a series of energy efficiency improvements were included in the construction, including: ➢ five (5) high efficiency HVAC units (all with Seasonal Energy Efficiency Ratings of 12.0); ➢ five (5) programmable thermostats to control and monitor air distribution; ➢ window tinting for the facilities 585 square feet of window covering; ➢ T-8 fluorescent lamps, with electronic ballasts throughout the interior of the structure; ➢ forty-two (42) reinforced fiberglass skylights; ➢ increased thermal attic insulation (to meet the City of Lodi requirement of 12 inches of actual insulation material, which equates to an R-38 insulation value); ➢ two (2) outside awning covers. Under the City of Lodi Public Benefits Program, this customer is eligible for a rebate of 25 percent of the total cost on those materials identified as energy efficient. In this particular case, the rebate amount is $10,993.97. The project is also identified as a commercial demand-side management (or energy efficiency improvement) project under the City of Lodi Public Benefits Program guidelines. Following several site visits and reviews, the City of Lodi Electric Utility respectfully recommends approval of this grant as a qualifying component of the City of Lodi Public Benefits Program. Di4n Flynn - CI Manager t% RESOLUTION NO. 2000-166 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING { THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT— DEMAND-SIDE MANAGEMENT PROJECT TO METAL BUILDING DEVELOPMENT COMPANY WHEREAS, the State has mandated that beginning January 1,'1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1 Million per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the Electric Utility Department recommends that the City provide a Public Benefits grant in the amount of $10,993.97 to fund a Demand -Side Management Project for Metal Building Development Company, and include the cost of the grant as part of the City's required PBC outlay. BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Charge (PSC) Grant in the amount of $10,993.97 to Metal Building Development Company to fund a Demand -Side Management Project as follows: ➢ five (5) high efficiency HVAC units (all with Seasonal Energy Efficiency Ratings of 12.0); ➢ five (5) programmable thermostats to control and monitor air distribution; window tinting for the facilities 585 square feet of window covering; ➢ T-8 fluorescent lamps, with electronic ballasts throughout the interior of the structure; ➢ forty-two (42) reinforced fiberglass skylights; ➢ increased thermal attic insulation (to meet the City of Lodi requirement of 12 inches of actual insulation material, which equates to an R-38 insulation value); and ➢ two (2) outside awning covers.
