HomeMy WebLinkAboutAgenda Report - September 20, 2000 E-13AGENDA TITLE: Award Contract for Lane Line Painting, Various City Streets, 2000 ($52,630) MEETING DATE: September 20, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the above project to Safety Striping Service, Inc., of Visalia, in the amount of $52,629.31, and appropriate an additional $28,000.00 for the project. BACKGROUND INFORMATION: This project was intended to continue our past practice of painting lane lines on arterial and collector streets and approximately 50 percent of residential streets within the City on an annual basis. Major streets, such as arterials and collectors, have been repainted every year in the fall. Additionally, residential streets are painted once every two years. However, due to improvements in materials, we requested alternate bids for a sprayable thermoplastic material application. Sprayable thermoplastic wears 3 to 5 times longer than the conventional traffic paint. We have used this material on some recent capital projects, such as Elm Street from Mills Avenue to Ham Lane, and on Hutchins Street from Kettleman Lane to Harney Lane, and believe it will be cost effective inspite of the higher initial cost. Staff is recommending the alternate bid be awarded as it will result in a reduced need for painting in future years. Regarding the additional funding, the new State budget provides an infusion of both one-time and on-going gas tax funds to cities and counties. This money is earmarked for pavement maintenance and directly related costs and will be more than enough to cover the requested appropriation. Specifications for this project were approved on August 16, 2000. Bid packets were mailed out to seven prospective bidders. The City received two bids for this project. Neither bidder was last year's contractor. We also note that selecting the alternate bid does not effect award to the lowest bidder. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the bid for Lane Line Painting for Various City Streets, 2000, be and the same is hereby awarded to Safety Striping Service, Inc., of Visalia, CA, the low bidder, in the amount of $52,629.31 and further appropriating an additional $28,000.00 for this project.
