RECOMMENDED ACTION: Appoint Lynsay Nuss to Lodi lmprovement Committee; post for
vacancy on Lodi lmprovement Committee; and post for expiring
terms on Greater LodiArea Youth Commission (Adult Advisors and
Student Members), Library Board of Trustees, Lodi Arts Commission, and Planning Commission.
BACKGROUND INFORMATION: The City Council directed the City Clerk to post an expiring term on
the Lodi lmprovement Committee on January 15,202Q.
The Mayor reviewed the applications, conducted interviews, and recommends that the City Council
concur with the appointment as detailed below.
Due to recent resignations, there are vacancies on the Lodi lmprovement Committee and the Site Plan and
Architectural Review Committee (SPARC). There are vacancies and expiring terms on the Greater Lodi
Area Youth Commission, as well as expiring terms on the Library Board of Trustees, Lodi Arts Commission,
and Planning Commission, as detailed below. lt is recommended that the City Council direct the City Clerk
to post for the vacancy and expiring terms for a 30-day period. Government Code Section 54970 et gq.
requires that the City Clerk post for vacancies to allow citizens interested in serving to submit an application

As explained in the Handbook, as an appointed member to a City commission, it is important to comply with
the following requirements in order to remain in good standing as a member:
All commissioners must file an Oath of Office form with the City Clerk's Office within 30 days of
appointment (or reappointment) and prior to participating in any commission meetings or activities.
All commissioners must comply with A81234 ethics training specified by Government Code section
53235 within 30 days of assuming otfice and thereafter by December 31 of even-numbered years.
(EXCEPTION: Greater LodiArea Youth Commissioners - Student Appointees)
Commissioners must comply with Fair Political Practices Commission (FPPC) regulations pertaining to
Conflict of interest - Form 700s and are required to file an Assuming and Leaving Office Statement
within 30 days of assuming or leaving office and annually thereafter by April 1. (This requirement
pertains to Library Board of Trustees, LodiArts Commission, Lodi lmprovement Gommittee, Measure L
Citizens'Oversight Committee, Parks and Recreation Commission, Planning Commission, and
SPARC.)
Ethics training is due by December 31't of even-numbered years, but please feel free to complete it earlier if
