A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING SUBMISSION
OF CORONAVIRUS AID, RELIEF AND ECONOMIC SECURITY ACT GRANT
APPLICATION; AND FURTHER AUTHORIZING THE CITY MANAGER TO
ENTER INTO AGREEMENTS WITH THE SAN JOAQUIN COUNTY HUMAN
SERVICES AGENCY FOR A MEAL DELIVERY PROGRAM
WHEREAS, the State of California Department of Aging has made available
approximately $83.5 million in CARES Act funding to address prevention of, preparation for or
response to the COVID-19 pandemic among older adults (60 years and over); and
WHEREAS, the San Joaquin County Human Services Agency (Agency) anticipates
receiving approximately $1.6 million of these funds for which $650,000 is available for seven (7)
cities in San Joaquin County, including the City of Lodi; and
WHERAS, the Agency has issued a funding application in August 2020 under the
CARES Act program for older adults; and
WHEREAS, the City of Lodi ("Applicant") is an eligible Local government applying for the
program to administer one or more eligible activities; and
WHEREAS, the Agency may approve funding allocations for the CARES Act Program,
subject to the terms and conditions of the Guidelines, Program requirements, the Standard
Agreement and other contracts between the Agency and CARES Act grant recipients.
WHEREAS, if awarded, the City will enter into agreements with Agency for
implementation of this project in the amount of $24,949.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The City Council does hereby approve this application for submission to the Agency.
2. If the Applicant receives a grant of CARES Act funds from the Agency pursuant to the
above -referenced CARES Act application, it represents and certifies that it will use all
such funds in a manner consistent and in compliance with all applicable state and
federal statutes, rules, regulations and laws, including without limitation all rules and
laws regarding the CARES Act Program, as well as any and all contracts the Applicant
may have with the Agency.
3. The Applicant is hereby authorized and directed to receive a CARES Act grant, for
$24,949 in accordance with all applicable rules and laws.
4. The Applicant hereby agrees to use the CARES Act funds for eligible activities as
approved by the Agency and in accordance with all Program requirements, Guidelines,
other rules and laws, as well as in a manner consistent and in compliance with the
Standard Agreement and other contracts between the Applicant and the Agency.
5. The Applicant shall be subject to the terms and conditions as specified in the Standard
Agreement, the CARES Act Program Guidelines and any other applicable regulations
published by the Agency.
6. John Della Monica, Community Development Director, is authorized to execute the
CARES Act Program Application and Stephen Schwabauer, City Manager, is
authorized to execute the CARES Act Standard Agreement and any subsequent
amendments or modifications thereto, as well as other documents related to the
Program or the CARES Act grant awarded to the Applicant that are consistent with the
executed standard agreement.
