AGENDA TITLE: Appointment to the Lodi Improvement Committee
MEETING DATE: March 4, 2020

RECOMMENDED ACTION: Concur with the Mayor's recommended appointment to the Lodi
Improvement Committee.
BACKGROUND INFORMATION: On August 17, 2019, the City Council directed the City Clerk to post
for one vacancy on the Lodi Improvement Committee. The Mayor
reviewed the applications, conducted interviews, and recommends
that the City Council concur with the following appointments.

Sandra Vargas Term to expire March 1, 2022
NOTE: Four applicants (no applications seeking reappointment, two applications on file, two new applications); posting ordered 8/7/19; application
deadline 9/17/19.

LODI ARTS COMMISSION - 7 members, 3 -year terms; 2 ex -officio members from Parks & Recreation Commission,
Planning Commission, or SPARC. Meets 2nd Wednesday of each month at 12:00 p.m., Carnegie Forum. Contact: Jennifer Winn,

I1urpose: To inspire, encourage and promote the arts in the community. In addition, the Arts Commission oversees the City's public art
program, and recommends the distribution of annual arts grants awarded by the City Council. The Commission assists the Lodi Arts
Foundation to raise funds to advance its purpose.
* Ex -officio members have voting rights to select public art projects, however, they do not count for quorum purposes
LODI IMPROVEMENT COMMITTEE - 7 members, 3 -year terms. Meets 2nd Tuesday of each month at 6:00 p.m., Carnegie

Purpose: To maintain and improve the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the
community (pursuant to bylaws adopted by Resolution 2018-89).

Congratulations! The City Council, at its regular meeting of March 4, 2020, has concurred with the Mayor's
recommendation to appoint you to the Lodi Improvement Committee for the remainder of a vacated three-year
term (expiring March 1, 2022).
Please take this moment to read the attached Oath of Office, sign and date the form, and return to the City
Clerk's Office at your earliest convenience.
A copy of this letter will be forwarded to the City liaison for this group who will contact you soon regarding your
responsibilities and the dates and times of upcoming meetings.
It will be necessary for you to complete a Form 700 — Statement of Economic Interest Assuming Office
Statement (enclosed) no later than 30 days from the effective date of your appointment (due Monday, April 6,
2020). Please refer to the enclosed Resolution 2018-211 for disclosure category requirements regarding your
particular board, commission, or committee. The City of Lodi utilizes NetFile to electronically file Statement of
Economic Interest forms. Online filing is available 24/7 from any computer with internet access. Go to the
NetFile Filing Portal at https://netfile.com/filer. Click the "New User? Request a Password" link in the "Form
700 (SEI) Filers" section below the log -in form. Enter and submit the e-mail address at which you received this
email. NetFile will send you an e-mail containing a link. Click the link to display your password. Make sure to
record the password as it is displayed. Go back to the NetFile Filing Portal (https:l/netfile.com/filer) and log in
with your e-mail address and password. Once you log in, you may change your password by clicking the
"Change NetFile User Password" link in the bottom right menu in your filer account.
Important notes from NetFile:
After you log in, click the "Get Help for this Page" button for information and instructions. Each page also

At the end of the process, you can create a draft document for review. When you are satisfied with the
