HomeMy WebLinkAboutAgenda Report - October 18, 2000 H-01CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Approve Design Concept Up To $450,000 For The All Military Veterans' Plaza MEETING DATE: October 18, 2000 PREPARED BY: Community Promotions Coordinator RECOMMENDED ACTION: That Council approve the design concept, up to $450,000, of the All Military Veterans' Plaza as recommended by the Ad Hoc Veterans Advisory Committee and as presented by Architect Tim Mattheis during the October 4, 2000 Council meeting. BACKGROUND INFORMATION: A series of events and presentations have taken place culminating in the staff recommendation for Council to approve the design concept, up to $450,000, for the proposed plaza. Presentations have included the following: • City Council presentation, January 2000 resulting in the creation of the Ad Hoc Veterans Advisory Committee; • City Council budget presentation, June 21, 2000, indicating that the $450,000 is included in the Significant Expenditure Requests adjustments; • City Council presentation, August 2, 2000, resulting in the authorization of the City Manager to execute a professional services agreement with Wenell Mattheis Bowe Architects for design of a Veteran's Monument; • Arts Commission presentation, August 23, 2000, by Tim Mattheis to solicit input from Commissioners; • Public presentation, October 3, 2000, by Architect Tim Mattheis to solicit public input into the design concept; • City Council presentation, October 4, 2000, by Architect Tim Mattheis, to unveil the recommended design concept and to solicit input; and • Public presentation, October 5, 2000, by Architect Tim Mattheis to solicit public input into the design concept. As a result of the aforementioned meetings and presentations, staff, along with the architect, have come to the conclusion that the project is now ready to move forward to commemorate past and present Veterans of Lodi. The Ad Hoc Veterans' Advisory Committee has met throughout this entire process and is in concurrence with the recommended action. APPROVED: H. Dixon Flynn -- City Manager Approve Design Concept Up To $450,000 For The All Military Veterans' Plaza October 18, 2000 Page Two Once Council approves the concept design, then Architect Tim Mattheis will begin the final design, will prepare the plans and specifications for the project, and will prepare the construction cost estimate. Staff will bring this information back to Council for approval to proceed with the project and to go out to bid. Appropriation of funds from the Capital Fund will be requested at that time. The $450,000 is included in the Capital Fund as approved by the City Council in the fiscal year 2000/01 Financial Plan and Budget in June 2000. It is expected that the recently formed non-profit Veterans Foundation will repay the City for an interest-free loan through donations, in-kind services, and sponsorships.
