AGENDA TITLE: Accept Improvements Under Contract for Granular Activated Carbon Filter Systems
for Wells No. 18 and 20

RECOMMENDED ACTION: That the City Council accept the improvements under the
"Granular Activated Carbon Filter Systems for Wells No. 18 and 20" contract.
BACKGROUND INFORMATION: The project was awarded to Rutherford & Smith Construction, Inc.,
of Sacramento, on January 20, 1999, in the amount of $731,755.
The contract has been completed in substantial conformance with
the plans and specifications approved by the City Council.
The contract completion date was August 16, 1999. As the contractor neared completion of the project,
City staff requested Rutherford & Smith to delay the installation of the granular activated carbon (GAC)
until Spring 2000. Water must be circulated through GAC on a regular basis and staff wanted to avoid
excessive running of Wells 18 and 20 through the winter. The GAC was delivered in April 2000 and,
after extensive testing of the GAC material, these two wells are now back in service.
The final contract price was $734,459. The difference between the contract amount and the final
contract price is mainly due to additional painting requested of Rutherford & Smith while they were
working in the well sites.
Following acceptance by the City Council, the City Engineer will file a Notice of Completion with the
County Recorder's office.
