Adopt Resolution Approving the Amendment of the Senior Traffic Engineer Job
Description and the Addition of one Full-Time Senior Traffic Engineer in the Public
Works Department
December 18,2019
Human Resources Manager
RECOMMENDED AGTION: Adopt resolution approving the amendment of the Senior Traffic
Engineer job description and the addition of one full-time Senior
Traffic Engineer in the Public Works Department.
BACKGROUND INFORMATION: The Traffic Division within Public Works is currently staffed with one
full{ime Traffic Engineering Technician and contracts with lnterwest
Consulting Group to provide complex traffic engineering services
(up to $200,000 a year).
ln 2011, the City combined the functions of the Transportation Manager and the Senior Traffic Engineer
in one job classification of Transportation Manager/Senior Traffic Engineer. This combination took
advantage of the unique skill set of the then incumbent Senior Traffic Engineer who had the background
and requisite knowledge to perform in both roles.
With the retirement of the incumbent Transportation Manager/Senior Traffic Engineer in 2017 and an
increase in transportation and traffic engineering work, the City separated the two job descriptions and
conducted a recruitment for a Transportation Manager. An Associate Civil Engineer who was assigned
to the Traffic Division resigned in April 2018,leaving the department without a Traffic Engineer. The City
was unsuccessful in recruiting for a Traffic Engineer and entered into a consulting agreement with
lntenrvest Consulting Group to perform the most complex professional traffic engineering work. The City
hired a full{ime Traffic Engineering Technician to perform subprofessional traffic duties.
Due to the ever-increasing amount of traffic engineering work, the utilization of a consultant to perform
these duties is no longer fiscally prudent. The consultant worked an estimated 20 hours per week, or as
needed at the cost of approximately $200,000/year. Hiring a full{ime Senior Traffic Engineer will be a
cost savings and will provide full-time engineering services, increasing the level of service provided to the
community on traffic related functions.
Staff reviewed, updated, and amended the job description to reflect professional level traffic engineering
knowledge, skills and abilities. The Lodi City Mid-Management Association (LCMMA) has reviewed the
red-lined job description and is in agreement with the proposed amendments. The monthly salary range
for the Senior Traffic Engineer is anticipated $8,131.48 to $9,883.81 as of January 2020, assuming
approval of the LCMMA contract on the City Council agenda tonight. This is the same salary as the
Transportation Manager and the Senior Civil Engineer classifications. The City does not propose to
amend the salary.
Public Works is requesting to add one full-time Senior Traffic Engineer to its budget and discontinue the
usage of a consultant to perform the professional traffic engineering duties.
APPROVED:
Manager
Staff recommends Council approve the amendments to the Senior Traffic Engineer job description and
the addition of one full-time Senior Traffic Engineer in the Public Works Department.
FISCAL IMPAGT: There will be a cost savings of approximately $30,000 annually with the
elimination of the consultant and the additional of one full-time Senior
Traffic Engineer. The contract with lnterwest for Traffic Engineering
consulting services will be eliminated.
FUNDING AVAILABLE: Funding available through current FY 2019120 allocations.
