REGOMMENDED ACTION Set a public hearing for January 15,2020, to consider adopting a
resolution approving the Community Development Block Grant
(CDBG) Consolidated Plan Amendment No. 1.
BACKGROUN D INFORMATION A public hearing is required as part of the federal requirements
under the U.S. Department of Housing and Urban Development
(HUD) for the Community Development Block Grant (CDBG)
program.
The 2019-23 Consolidated Plan outlines the actions to be undertaken over the next five years, in relation
to capital improvements, public services, infrastructure improvements, housing, homelessness, special
needs, and various other community development-type activities, as identified by the City and the
community. HUD is recommending that the City amend the Consolidated Plan to have more specific
goals and priority needs identified in its Strategic Plan. Significant changes to a Consolidated Plan
require a formal public review and public hearing process, called a substantial amendment. Consultant
and City staff reviewed survey results and collected feedback from stakeholders to revise the current
priority needs and goals. More details will be provided in the staff report for the public hearing for the
approval of the amendment. The 30-day public review and comment period for this Consolidated Plan
amendment began December 17,2019 and will end January 15,2020.
The City Councilwill consider approval and adoption of the 2019-23 Consolidated Plan amendment and
will provideanopportunityforpubliccommentforall of thoseactionsattheJanuary 15,2020 meeting.
FISCAL IMPACT The 2019-23 Consolidated Plan amendment documents are being
completed as an administrative activity that is funded through the city's
CDBG administrative allocation from u.s. Department of Housing and
Urban Development (HUD).

NOTICE OF PUBLIC T{EARING FOR APPROVAL OF TTM DRAFT 2019-2023
CONSOLIDATED PLAN AND DRAFT 2019-2020 ANNUAL ACTION PLAN
NOTICE IS FIEREBY GIVEN that a public hearing will be held on Wednesday, April 17 at7:00
p.m. or as soon thereafter as the matter may be heard, in the Lodi City Council Chambers, 305
West Pine Street, Lodi, CA 95241to consider the approval of the Community Development
Block Grant (CDBG) Program draft2019-2023 Consolidated Plan and draft 2019-2020 Annual
Action Plan, as well as to allow for public comment on these matters.
As a recipient of CDBG funding, the City has developed a five-year Consolidated Plan that
outlines the City's priority needs and the subsequent goals to be developed for low-income and
special needs residents. The five-year Consolidated Plan is designed to help the City assess the
priority needs within the community regarding affordable housing and community development-
related projects.
The Consolidated Plan also contains the2019-20 Annual Action Plan, which generally describes
how the City will utilize program funds for eligible activities during the 2019-2020 fiscal year.
The Annual Action Plan can be amended as needed to reallocate funds to housing and community
development activities.
The U.S. Department of Housing and Urban Development (HUD) provides the City an annual
CDBG grant award. At the time of this publication, HUD has not announced the City's allocation
amount for the 2019-2020 CDBG program year. The Cþ is estimating that Lodi will receive
approximately $630,000 in CDBG funds for the2019-20 program year. The CDBG program
provides funding for activities that benefit low-income persons, eliminate slum or blight, or serve
an urgent need. Eligible activities include property acquisition, public improvements, housing
rehabilitation, economic development, and public services.
Draft20l9'2023 Consolidated Plan and 2019-2020 Annual Action Plan documents were made
available to the public for a 30-day review period before adoption by the City Council. The
documents were released on March 19, 2019 for public review and comment and were available
atCity Hall and the City's Community Development website:

be held on Wednesday, April 17,2019 for review and approval of the draft Consolidated Plan and
Annual Action Plan, and on May 1, 2019 another public hearing will be held to adopt the final
Consolidated Plan and Annual Action Plan
The purpose of these public hearings on April 17 and, May I will be to give citizens an
opportunity to make their comments known regarding community needs, goals, and potential
activities to be funded under the CDBG Program. If you have any questions or comments, you
