RECOMMENDED ACTION Adopt resolution approving City of Lodi 2019 Sewer System
Management Plan Update.
BACKGROUND ¡NFORMATION: The State Water Resources Control Board (Board) adopted the
Statewide General Waste Discharge Requirement for Sanitary
Sewer Systems (SSS WDR) per Order No. 2006-0003-DWQ, on
May 2,2006. The order requires that all public collection systems composed of more than one mile of
pipeline be regulated and that each operator of a publicly-owned collection system fund develop and
implement a system-specific Sewer System Management Plan (SSMP). The purpose of the order and
corresponding SSMP is to ensure proper funding and management of sanitary sewer systems statewide
On August 6,2013, the Board adopted Order No. 2013-0058-EXEC, amending the Monitoring and
Reporting Program for the SSS WDR. The amendments include new classifications and updated
reporting requirements of Sanitary Sewer Overflows. This order also requires that (1) an agency's SSMP
be updated every five years, and (2) must include any significant program changes. Re-certification by
the City Council is required for any significant change and when the SSMP is updated. The City's
original SSMP was approved by Council on August 5, 2009. The City's first SSMP update was approved
in October 2014. This Council action represents the second Council approved SSMP update.
A copy of the updated Sewer System Management Plan is on file at the Public Works Department.
FISCAL IMPAGT:The SSMP, as implemented over time, will continually identify operational
and capital needs to minimize sanitary sewer overflows. lt is anticipated
that these needs will be addressed through future budget processes.
Associated costs for SSMP implementation do not impact the General
Fund.
