BACKGROUND INFORMATION: On March 1,2018, the City entered into a Professional Services Agreement with Carollo Engineers, lnc. for wastewater operation and maintenance assistance services that included operational oversight by a properly licensed Wastewater Treatment Plant Operator, regulatory permit compliance and reporting certification, and assistance in the recruiting process to replace the Wastewater Superintendent who retired in March 2018. The original term of the agreement was for one year, with a not-to-exceed amount of $19,500. Services were originally anticipated to be on a very parttime basis. ln response to an unsuccessful recruitment for the Wastewater Superintendent, Amendment No. 1 was executed on June 14, 2018, adding $70,000 to the agreement, for a total not-to-exceed amount of $89,500 within the existing scope of services. On December 19,2018, Council authorized Amendment No. 2 to the Professional Services Agreement extending the term of the agreement through December 31, 2019 and adding $120,000 to the agreement, for a total not-to-exceed amount of $209,500. Experienced Wastewater Treatment Plant Operators remain exceedingly difficult to find and the ongoing recruitment process to replace the Wastewater Plant Superintendent continues to be unsuccessful. Staff is working with Human Resources to evaluate and adjust the Superintendent salary in order to be more competitive. This is necessary in order to attract highly qualified candidates for this critical leadership position. lf approved, Amendment No. 3 will provide the funding necessary for continued White Slough Water Pollution Control Facility (WSWPCF) operational support and assistance, until the City is able to hire an experienced applicant to fill the crucial Superintendent and Laboratory Supervisor positions. Support will also be needed during the new employee transition periods for both positions. This amendment will also extend the term of the agreement through December 31,2020. Staff recommends authorizing City Manager to execute Amendment No. 3 to Professional Services Agreement with Carollo Engineers, lnc., of Walnut Creek, for wastewater operation and maintenance assistance services, in the amount of $200,000, for a total not-to-exceed amount of $409,500, over the extended term of the agreement. Failure to do so could result in fines and penalties. This project will not impact the General Fund.
