BACKGROUND INFORMATION: California enacted Senate Bill (SB) 743in 2013 to make changes to the transportation impact analysis in the California Environmental Quality Act (CEQA) process. The goal of SB 743 is to reduce greenhouse gas emissions, encourage infill development, and promote public health through active public transportation. With implementation of SB 743, "Level of Service' (LOS) can no longer be used to determine the significant environmental (traffic) impacts in the CEQA process. The primary unit of measure must now be "Vehicle Miles Traveled" (VMT) identifying such impacts. The State of California Office of Planning and Research determined that the mitigation for LOS may sometimes promote more vehicle trips by encouraging wider streets and increased vehicle speeds to reduce LOS impacts. Mitigation for VMT on the other hand will encourage the reduction in vehicle trips by promoting more compact development, mix-use development, redevelopment projects, and public transportation. All lead agencies dealing with CEQA in California are required to implement SB 743 no later than July 1,2020. VMT is the measurement of all vehicle trips in a geographic area over a period of time. lt measures all the miles driven by the cars and trucks on allthe roadways in the area. There are different methods of calculating VMT and different criteria to determine the significant impact for projects. Staff solicited a proposal from Fehr & Peers, transportation consultants, to implement the SB 743 process for the City. Fehr & Peers is the leading consultant in the VMT modeling and has assisted many agencies in California in SB 743 implementation. The scope of the work includes updating the City's current traffic model, which was last updated in 2004, develop a future year traffic model, and establish a baseline VMT threshold in accordance with the legislation. The cost of the service is not-to-exceed $86,000. Staff recommends authorizing City Manager to execute Professional Services Agreement with Fehr & Peers, of Roseville, for LodiTravel Model Demand Model Update and Senate Bill 743 lmplementation Services, in the amount of $86,000, and appropriating funds in the amount of $86,000. This is a onetime cost that will not impact the General Fund.
