RECOMMENDED ACTION Adopt resolution authorizing City Manager to execute Professional
Services Agreement with Moore Twining Associates, lnc., of
Fresno, for water and wastewater laboratory services, in the
amount of $50,000.
BACKGROUND INFORMATION: The City of Lodi's water, wastewater, and stormwater facilities are

monitoring program that contains a variety of specific water quality analysis performed at varied
frequencies. Some of the analyses can be completed by the City's certified laboratory, located at the
White Slough Water Pollution Control Facility; however, some samples must be measured at
concentrations as low as a few parts per trillion, requiring a laboratory with appropriately qualified
staff and very specialized equipment.
Moore Twining Associates, lnc. is a highly qualified laboratory services company that has consistently
provided the City of Lodiwith satisfactory laboratory service over many years. During the period that
this contract is active, staff will be reviewing proposals from other laboratory service providers to ensure
that we are getting a service that is both an excellent value and is able to meet the needs of all
departments involved.
Staff recommends authorizing City Manager to execute Professional Services Agreement with Moore
Twining Associates, lnc., of Fresno, for water and wastewater laboratory services, in the amount of
$50,000.
FISCAL IMPAGT Funds for the laboratory services are budgeted in the WaterMastewater
Operations and Watershed Education budgets. This project will not impact
the General Fund.
