RECOMMENDED AGTION: Adopt resolution authorizing City Manager to execute Professional
Services Agreement with HDR Engineering, lnc., of Omaha,
Nebraska, for watershed sanitary survey, in the amount of g44,750.
BACKGROUND INFORMATION: The California Code of Regulations, Title 22, Chapter 17,
establishes the Surface Water Treatment Rule, which requires that
surface water suppliers conduct a watershed sanitary survey of their
watershed(s) at least once every five years. The main objective of the watershed sanitary survey is to
assess the microbial contaminant loads and other potential contaminants. Conducting sanitary surveys
on a regular basis plays a fundamental role in providing reliable and safe drinking water to the public.
The City of Lodi is required by the State Water Resources Control Board to develop a watershed sanitary
survey for the City's Surface Water Treatment Facility (SWTF), which treats surface water received from
the Mokelumne River. The 2020 watershed sanitary survey update will be founded on the information
included in the 2015 Watershed Sanitary Survey (2015 study) conducted by HDR Engineering, lnc.
The scope of work includes documenting any significant changes in activities and possible sources of
contamination that have occurred since the 2015 study, summarizing water quality data collected since
2015 to access contaminant loads at the SWTF intake, and review current watershed management
practices and identify any additional practices that are economically feasible and within the Õity's legal
authority.
Staff recommends authorizing City Manager to execute Professional Services Agreement with HDR
Engineering, lnc., of Omaha, Nebraska, for watershed sanitary survey, in the amiount of 944,750.
FISCAL IMPAGT: The sanitary survey update is mandated by the State of California and must
be completed to avoid regulatory fines and/or civil penalties. This project
does not impact the General Fund.
