Adopt Resolution Authorizing Purchase of Bulletproof Vest Panels, Carriers, and
Attachments from Adamson Police Products, of Livermore, CA ($40,885.20)
RECOMMENDED ACTION Adopt resolution authorizing purchase of bulletproof vest panels,
vest carriers, and attachments from Adamson Police Products, of
Livermore, CA in the amount of $40,885.20.
BACKGROUND INFORMATION: The Lodi Police Department has been looking into updating the
department's uniform policy to provide it's officers with weight
bearing vest carriers to alleviate equipment pressure around the
waist due to "duty belts". Police duty belts, and the weight and shape of the equipment carried on them,
not only cause discomfort and fatigue to the officers wearing them, but over the years of the officer's
career are believed to cause chronic physical problems for some officers, including, it is believed, serious
back, leg, and hip ailments. A police officer's duty belt supports from 20 to as much as 30 pounds or
more of equipment, typically including a semi-automatic pistol, a magazine pouch, handcuffs, radio,
baton, flashlight, pepper spray, rubber glove case, Taser, spare Taser cartridges, cell phone, duty knife,
citation book, keys, and other items.
Using weight bearing bulletproof vest carriers seems simple on the surface. However, due to the
professional conduct of the Lodi Police Department officers must present a traditional and sharp
appearance in uniform. Weight bearing vests can look tactical which can cause the public to view police
officers as militaristic instead of community servants. The uniform committee has researched weight
bearing carriers for over a year. The committee has examined a handful of vest carriers and assigned
two officers to trial the Safariland 6700 vest carrier option. The committee's goal was to assess if the
vest carrier was convenient and comfortable for officers, if there would be any negative feedback during
community interactions, and to find a style that does not jeopardize the department's requirement of a
professional appearance. After months of wearing the trial weight bearing vest carriers the officers prefer
them to their duty belts. The carriers not only distributed weight off their hips, but with the bulletproof
panels inserted in the carrier, and a lighter weight shirt worn underneath, they even stayed cooler during
the summer months. The officers also noticed no difference in the public's reaction.
The Safariland 6700 will fit with our current bulletproof panels. Safariland brand was chosen as a
preferred brand due to exceptional quality, ongoing fit into reusable carriers, and qualification for the
National Bulletproof Vest Partnership Grant reimbursement. Bulletproof vest panels expire after 3 years
and have to be replaced, currently 40 of our officers have received new panels in the last two years. The

remaining 30 officers will get new bulletproof panels with their new carr¡ers. When we buy carr¡ers with
bulletproof panels both pieces are eligible for 50 percent reimbursement through the Bulletproof Vest
Partnership grant. The department plans on replacing we¡ght bearing vest carriers going fonryard when
officers' bulletproof panels expire.
LPD received three quotes for the Safariland 6700 vest carriers and panels. The three vendors are
authorized vendors of the Safariland brand and we have worked with them in the past on various
equipment purchases. We are choosing Adamson Police Products who is the lowest price option. The
Department will also request approval of a professional service agreement with Adamson for on-going
bulletproof vest purchases at the January 15rn Council meeting. The breakdown of pricing is listed below:
The 40 vest carrier purchase will be funded from the Operations Safety Equipment account and the
remaining 30 officers that do not have current panels will be eligible for the National Bulletproof Vest
Partnership Grant 50 percent reimbursement.
FISCAL IMPACT:Funds for this purchase are available in the 2019120 Operations Safety
Equipment Fund, and the Local Law Enforcement Black Grant.
FUNDING AVAILABLE:Safety Equipment $32,078.58 (1 0332000 .72306)
Local Law Enforcement Black Grant $8,806.62 (21299000.77020)

Just got some pricing back from Safariland....
The prices on the:
Summit 3A : $720
SX02 3A : $760
The external carrier front or side opening is same so they would not give me better pricing on
those, but if you did one of the above ballistic packages with us we could do the carriers at $150.
Of the two ballistics above I would recommend the SX02 --- what you get for the $. We had
been selling this ballistics to stockton and various agencies in the area. Then you would just have
to let me know if you want the soft truma plate or the hard XCAL Plate.
Either way if you can give me an idea how far off this is in price I would appreciate it,

So below is the pricing I can give you on the items you have already requested form the other
dealer. My hands are tied because of the DOR, but I do not know how they priced to you with
DOR.
Ballistics: XT03 - $747.50
External Carrier: DN6701 (this is what they were quoting on w/front opening) $165.50
I am working on getting DOR pricing on better ballistic packages....
The SX3A and the SUMMIT 3A with and external carrier DN6700 (same as above but with
side opening instead of front opening) It will take a few days to get approvals from Safariland
but as soon as I do I will let you know.
