Joaquin Valley Air Pollution Control District For the Acceptance of a Grant to
Purchase a New Alternative Fuel Vehicle and Appropriate Funds ($19,5g9.67)

RECOMMENDED ACTION: Adopt Resolution Authorizing the City Manager to execute a
contract with San Joaquin Valley Air Pollution Control District
(SJVAPCD) for the acceptance of a grant to purchase a new
alternative fuel vehicle and appropriating funds ($19,Sg9.67).
BACKGROUND INFORIVIATION: On November 7, 2018, City Council authorized the Lodi Fire
Department to submit a grant application for the purchase of a new
alternative fuel vehicle. The grant application has been selected and
will be funded in the amount of $19,59g.67.
The Fire Department has tristorically provided EMS services at various community events such as thesemi-annual Street Faire, Parade of Lights, and Fourth of July at Lodi Lake. These-events have posed achallenge with patient access and transport due to limited space, varied terrain, and the presence oflarge crowds. The addition of a Utility Task Vehicle (UTV) would alleviate these challenges. Otherpotential uses include providing access to the river, whether in Lodi Lake Park or outside. Accéss for fire
apparatus in these areas has proven difficult. With the increase of homeless encampment fires, a UTVwould be an asset. This grant opportunity affords the fire department the ability to betier serve the public
at no cost to the City. Reimbursement takes place after the new vehicle is purchased and all required
documents are submitted to SJVAPCD.
The term of the contract is a three (3) year commitment in which the City will be responsible to haveexisting charging/fueling infrastructure to accommodate the new vehicle, maintain reþlacement valueinsurance for the vehicle, and properly maintain the new vehicle according to the manufacturer's
recommendations. The department would increase its expenditures in an amount not to exceed
$19,589.67 (Fund 205--. Slate Grants) as well as increase ievenues (Fund 205 - State Grants) in anamount not to exceed $19,589.67 with a net impact of zero dollars on the operating budget.
Staff recommends that City Council authorize the City Manager to execute a contract with SJVApCD forthe acceptance of a grant to purchase a new alternative fuel vehicle and appropriate funds in the amount
of $19,589.67.
