Adopt Resolution Approving the Amended Job Description and Salary Range for
the Position of Programmer/Analyst and Adding One Programmer/Analyst Position

RECOMMENDED ACTION Adopt resolution approving the amended job description and salary
range for the position of Programmer/Analyst and adding one
Programmer/Analyst position and deleting one Senior Programmer/
Analyst position within the lnternal Services Department budget.
BACKGROU ND I N FORMATION At its meeting on June 5,2019, Council approved the FY 2019120
budget, which includes allocations for two Senior Programmer/
Analyst mid-management positions within the lnternal Services
Department. One of those allocations is filled with a full{ime
employee and the other has been vacant since January 2018.
Staff recommends the vacant Senior Programmer/Analyst position be filled at the lower classification of
Programmer/Analyst, allowing an opportunity for succession planning and development of a junior level
employee. The lower requirements for the Programmer/Analyst position as compared to the Senior will
also increase the chances of a successful recruitment given the City's current salary offering for both
positions in comparison to the market.
A review of our classification plan finds that the classifications of Programmer Analyst and Senior
Programmer Analyst were previously titled Data Processing Programmer Analyst I and ll and were
reclassified and retitled to Programmer/Analyst and Senior Programmer/Analyst in June 1998. The job
description for Programmer Analyst was outdated and has been amended to reflect current knowledge,
skills and abilities.
Staff is recommending Council approve the amended job description and salary range for the position of
Programmer/Analyst to enable the lnternal Services Department to recruit for a lower level position,
allowing an opportunity for succession planning and advancement to the Senior Programmer/Analyst
position.
The amended job description incorporates the essential functions, duties, and responsibilities necessary
to provide technical support within the lnformation Technology Division of the lnternal Services
Department. The Programmer Analyst position will be in the General Services unit, represented by
AFSCME. The proposed salary for the Programmer Analyst is $59,190.77 to $71 ,848.29, which is
approximately 20 percent below the salary range of the Senior Programmer/Analyst. The proposed
salary positions the City to attract applicants who possess the entry-level knowledge, skills and abilities
required of this position. Human Resources staff have provided AFSCME with an opportunity to review
the job description and salary range and they are in agreement with the City.

Staff recommends Council approve the amended job description and salary range for the newly created
classification of Programmer/Analyst and the deletion of one Senior Programmer/Analyst position and the
addition of one Programmer/ Analyst position in the lnternal Services Department budget.
FISCAL IMPACT FYThe annual savings is anticipated to be approximately $15,000
2O19l2O savings will be pro-rated.
FUNDING AVAILABLE: Funding available through current FY 2019120 allocations.
