HomeMy WebLinkAboutAgenda Report - November 20, 2019 C-18c-|8 Crrv or Lour C ouNcIr, C ovtMUNIcATIoN AGENDA TITLE:Adopt Resolution Authorizing City Manager to Execute Agreement for Purchase and lnstallation of a New Public Safety Solution System from Zuercher Technologies LLC, a Central Square Company, which will Replace the Lodi Police Department's Existing Superion System and Appropriate Funds ($450,000) MEET¡NG DATE: November 20,2019 PREPARED BY: Chief of Police REGOMMENDED AGTION: Adopt resolution authorizing City Manager to execute agreement for purchase and installation of a new public safety solution system from Zuercher Technologies LLC a Central Square Company, which will replace the Lodi Police Department's existing Superion System and appropriate funds in the amount of $450,000. BACKGROUND INFORMATION: ln 2008 the Lodi Police Department purchased a public safety solution system provided by Sungard OSSI. ln the course of Lodi Police Department's use this software company sold a few times and is currently known as Superion, LLC a CentralSquare Company. This system includes our Computer Aided Dispatch (CAD), Records Management, Field Reporting, and Mobile Computing modules. During the last eleven years Sungaurd has been a frustration to end users and since being acquired by CentralSquare they have decided to no longer allocate resources into improving the system. Lost data, duplicate work, poor workflow and inability to retrieve data are just a few of the ongoing problems. ln addition to our internal problems and frustrations our 2017 POST (Peace Officer Basic Training) Organization Audit and 2018 lndependent OrganizationalAssessment both noted problems with our current system. The POST audit highlighted that the Field Reporting portal of Superion is inadequate, specifically stating, "ln aggregate, POST believes that the Lodi Police Department could potentially realize important efficiency savings through the combined reduction in report writing time and reductions in calls for service. Therefore, POST consultants consider the implementation of a new report writing system as a high priority for the agency". And in the independent audit efficiency was also criticized about the current system saying, "The Lodi Police Department's records management and dispatch system does not meet the needs of the department. The current system is not time efficient when compared to other law enforcement dispatch and records management systems". Due to the ongoing frustrations validated by the audit results, the department has examined a number of public safety solution system alternatives, most of which we discovered were either cost prohibitive or did not meet our specific organizational needs. A committee consisting of Records, Dispatch, Property, Patrol and Crime Analysis users researched and examined software systems from Tyler Technologies, Spillman owned by Motorola, RIMS owned by Sunridge Systems, and Zuercher owned by CentralSquare. Each vendor provided the committee live demonstrations from each vendor focusing on specific workflow issues in each user group. The products were narrowed to RIMS and Zuercher and each company provided an additional, condensed demo for an expanded audience. The committee also made onsite visits with RIMS and Zuercher Agencies to evaluate the products in use and speak to AGENDA ITEM ÏM APPROVED Manager Adopt Resolution Authorizing City Manager to Execute Agreement for Purchase and lnstallation of a New Public Safety Solution System from Zuercher Technologies LLC a Central Square Company, which will Replace the Lodi Police Department's Existing Superion System and Appropriate Funds ($450,000) November 20,2019 Page Two customers about their experience. ln the end the committee decided that the Zuercher product is the best for the Lodi Police Department. Zuercher meets our needs in the computer aided dispatching (CAD), records management, field reporting and mobile reporting areas, but also provides a number of other capabilities that will enhance efficiency such as; the one database solution reduces or eliminates redundant work and the hosted solution where servers are supplied and monitored in real time by CentralSquare. Our data is continuously backed up remotely minimizing any potential loss. The Zuercher system was also universally liked by the agency users during the onsite visit and there was unanimous support by all users on the final evaluation committee. Lastly, the pricing offered by Zuercher was significantly lower than RIMS. Zuercher is a "sister" product to our current Superion program, so the parent company, Central Square, is offering an approximate 50% discount. Lodi Municipal Code Section 3.20.070 authorizes dispensing with bids for purchases of supplies, services, or equipment when it is in the best interest of the City to do so. The remaining $49,916.44 needed for Year 1 is currently programed in the Police Department FY 20 operating budget. Subsequent fiscal years budgets will also include the above stated costs.
