RECOMMENDED AGTION: Adopt resolution authorizing City Manager to execute Professional
Services Agreements with NJ Associates, lnc., of Lodi, and LDA
Partners of Stockton, lnc., for the development of conceptual
architectural renderings of key vacant commercial and industrial development sites in Lodifor use as
economic development tools for the purpose of business attraction, expansion and retention in an
amount not to exceed $17,500.
BAGKGROUND INFORMATION: The City of Lodi Business Development Office distributed a request
for proposals from urban design and architectural firms interested in
providing conceptual renderings for the purpose of the development of
marketing and economic development tools aimed at attracting new business, expanding existing
businesses, and new capital investment. Staff conducted a windshield and desk survey of vacant and
underutilized industrial properties located adjacent to SR 99. Five sites were identified as ideal candidates
for architectural renderings based on size, access to transportation, visibility, and contiguity of parcels
suitable for development.
The conceptual renderings, are anticipated to stimulate interest and enthusiasm in commercial site
development in Lodi at a variety of venues directly related to economic development, including the City's
website, Chamber of Commerce website, and to promote Lodi in Regions Rise Together, an initiative of the
Governor's Office of Business and Economic Development in partnership with California Fonruard. The
most deliberate use of the illustrations will be to promote Lodi's commercial sites at site selection forums
for purposes other than big box fulfillment centers where hundreds of acres of vacant land are required.
These conceptual renderings will be used to generate interest in smaller scale development not tied to big
box fulfillment centers which have been attracted to jurisdictions in South San Joaquin County. The
illustrations will feature energy efficient technology, building materials, and building positioning to convey
Lodi's commitment to energy efficiency, environment and sustainability of agriculture, our largest industry
sector. The conceptual site and building improvements will depict achievable and compatible development
given the market potential, existing land use, zoning, and physical constraints of each site.
