RECOMMENDED ACTION: Adopt resolution rejecting all bids for Church Street Bike and Pedestrian
lmprovement Project.
BACKGROUND INFORMATION: On October 2,2019, Council approved plans and specifications and
authorized advertisement for bids. The project is located on Church
Street, from LodiAvenue to Lockeford Street. The project includes
resurfacing the roadway, reducing the existing four travel lanes to two travel lanes, installing a two-way left-
turn lane, installing Class ll bike lanes, modifying the signal equipment to provide bike detection at
intersections, and installing other pedestrian accessibility enhancements.
The City received the following four bids on October 30, 2019:

The bids received are substantially higher than the engineer's estimate prepared by the City's design
consultant, and exceed the funding available from the Competitive Measure K Grant, which is
$1,459,935. For this reason, staff intends to revisit the project scope to reduce costs while maintaining
the purpose of the project then bring the project back to Council in 2020 for authorization to rebid. By
waiting a year, the construction market may cool, resulting in more favorable bid prices and provide staff
with the opportunity to look for supplemental funding sources.
Staff recommends rejecting all bids for Church Street Bike and Pedestrian lmprovement Project.
