REGOMMENDED ACTION Adopt resolution authorizing City Manager to waive bid process and
purchase three sewer lift station pump assemblies from Pacific Water
Resources, of Burlingame, in the amount of $35,707, and appropriating
funds in the amount of $35,707.
BACKGROUND INFORMATION: The Public Works Department oversees the operation and maintenance
of a sewer lift station, manufactured by Smith and Loveless, located on
the corner of Stockton Street and Rocky Lane. This sewer lift station
is used to convey wastewater to White Slough Water Pollution Control Facility. Staff has observed an increase
in wastewater flow and debris entering the lift station. This increase has resulted in the pumps becoming
clogged often, requiring emergency response to remove debris to prevent the sewer system from backing up
and causing a sanitary sewer overflow. lt is not uncommon for existing lift stations to undergo system
upgrades to accommodate new operational conditions. Approximately one year ago, staff received Council
approval to retrofit two pump assemblies at the Tienda Sewer Lift Station, which was experiencing similar
operational issues. Since the retrofit was completed, staff has not experienced a clogged pump and has
significantly reduced labor costs associated with emergency response.
The purchase, if approved, will include three Smith & Loveless, Model 683Y, rotating assemblies with X-Peller
clog resistant impellers, plus electrical component upgrades consisting of three 7.5 horsepower motors. The
pump and motor assemblies are exclusive to the Smith & Loveless pump station facility. Pacific Water
Resources is a sole-source vendor.
Per Lodi Municipal Code, Section 3.20.070, Bidding, the bidding process may be dispensed when the
commodity can be obtained from only one vendor, due to need for branded replacement parts or supplies for
equipment of like brand.
Staff recommends authorizing purchase of three sewer lift station pump assemblies from Pacific Water
Resources, of Burlingame, in the amount of $35,707, and appropriating funds in the amount of $35,707
FISCAL IMPACT:The purchase will reduce labor cost associated with emergency response. This
purchase will not impact the General Fund.
