Each traffic signal requires a traffic control cabinet, which houses allthe components necessary to safely operate a signalized traffic intersection. The primary components within the cabinets include computers and electronics that control the function of each signal. The cabinet exteriors are constructed of aluminum and are designed specifically to protect the internal equipment against the elements, such as wind, rain, and high internal temperatures. Currently, there are two intersections scheduled to be upgraded as part of our ongoing replacement plan. The locations of these two intersections are Cherokee Lane and Hale Road and Hutchins Street and West Vine Street (Exhibit A). The third cabinet will remain in inventory providing reserve cabinets. Maintaining an adequate inventory is critical, as a standard control cabinet has a 12-week lead time to be fabricated and delivered. Per Lodi Municipal Code Section 3.20.070, bidding shall be dispensed with when the commodity can be obtained from only one vendor due to the need for branded replacement parts or supplies for equipment of like brand. Econolite Systems, lnc. is the sole proprietor of the City standard traffic control cabinet. Staff recommends authorizing City Manager to waive bid process and purchase of three traffic control cabinets, with controllers, from Econolite Systems, lnc., of Anaheim, in the amount of $48,698. FISCAL IMPAGT:lf the traffic control equipment is not properly maintained the intersection may not operate appropriately. This project does not impact the General Fund.
