HomeMy WebLinkAboutAgenda Report - November 6, 2019 G-01AGENDA ITEM G-l Crrv on Lou Couxcrr, ConnMUNrcATroN IM AGENDA TITLE: MEET¡NG DATE: PREPARED BY: Public Hearing to Consider Unmet Transit Needs in Lodi November 6,2019 Public Works Director RECOMMENDED ACTION Public hearing to consider unmet transit needs in Lodi BACKGROUND INFORMATION: Under provisions of the Transportation Development Act (TDA), public hearings must be held annually to accept testimony from citizens on transit service needs that may be reasonable to meet, prior to the allocation of TDA funds. The San Joaquin Council of Governments (SJCOG), as the regional transportation planning agency, administers TDA funds for local agencies within San Joaquih County. TDA funds provide two major sources of transportation funding: the Local Transportation Fund (LTF) and the State Transit Assistance Fund. "Unmet Transit Needs" are defined as transportation services not currently provided to those residents who are likely to use public transportation on a regular basis. All comments from the public hearing will be foruvarded to SJCOG who will prepare a draft Transit Needs Assessment report. This report will undergo further review and revision by the Social Services Transportation Advisory Committee before adoption by the SJCOG Board of Directors. ln addition any comments received by phone, email, or in person, prior to this public hearing will also be forwarded to SCJOG for analysis. The SJCOG Board will adopt the finalTransit Needs Assessment report before allocating TDA funds to local agencies for transit purposes. lf a transit need is determined reasonable to meet, LTF funds must be allocated to implement the unmet need before they are applied to non-transit related projects, such as streets and roadway improvements and repairs. SJCOG staff will be in attendance at the public hearing to witness any public testimony and to answer questions concerning the unmet needs process. No decision as to the sufficiency or adequacy of localtransit services is required from the Council during the public hearing process FISCAL IMPACT: Not applicable. FUNDING AVAILABLE: Not applicable.
