resolution adopting Eastern San Joaquin Groundwater Basin
Sustainability Plan.
BACKGROUND INFORMATION: On August 29,2014, the California Legislature passed comprehensive
groundwater legislation enacting the "Sustainable Groundwater
Management Act" (SGMA). Then Governor Brown signed the
legislation on September 16, 2014 and it became effective on January 1 , 2015.
SGMA requires the formation of groundwater sustainability agencies (GSA's) and the development and
implementation of one or more groundwater sustainability plans (GSP's) for each groundwater basin
categorized by the California Department of Water Resources (DWR) as high- or medium-priority.
The Eastern San Joaquin Groundwater Authority (Authority) is a collaboration of agencies (including Lodi)
within San Joaquin County working to prepare a GSP in accordance with the SGMA legislation. The
Authority submitted an initial notification to DWR on behalf of its members to jointly develop a GSP for the
Eastern San Joaquin Subbasin on February 8,2017. Over the past two years, the Authority has worked to
develop a draft GSP, which was completed in July 2019.
The draft GSP was made public for a 45-day comment period, beginning July 1 0, 2019 and ending August
25,2019. The GSP has now been revised and amended based on the comments received, and is
available for review in its finalform at the City of Lodi, Public Works Department, located at221West Pine
Street, Lodi, CA. SGMA legislation requires GSP adoption by all involved GSA's prior to the GSP submittal
date of January 31,2020.
There are no forecasted changes to our water operations as a result of adopting the GSP, largely
because the City has made substantial investments to reduce groundwater pumping to a sustainable
level. Staff recommends adopting the GSP as presented, as failure to adopt the GSP would result in
state intervention.
FISCAL ¡II'IPACT The final plan, if adopted, will require certain basin-wide implementation
tasks that include monitoring and reporting to DWR. The estimated annual
costs for GSP implementation will vary by GSA. The anticipated annual
contribution for the City of Lodi is less than $50,000. The implementation
costs will be funded by the Water Utility and will not impact the General
Fund.
