BACKGROUND INFORMATION: The Community Foundation of San Joaquin (CFOSJ) administers the Brian M. Stocker Fund, which provides grants to nonprofits and and curturar services (pRcs) "ppr¡"os;o',:ifü:3Xiifi:i:ifi?i3fit"':i,:ä:?åï;i,:'ls;irXï:iïåcreate aquatics programs in Lodi, with an emphasis on serving low-income residents. The CFOSJ board recently approved the grant award, which now requires acceptance from the Lodi City Council. The grant will pay PRCS $25,000 annually for five years beginning no later than June 1, 2020, and $30,000 annually starting in2025 through 2029. Through the Aquatics Enrichment Program, PRCS will provide free swim lessons, provide lifeguard training for children and young adults, and provide free registration for Summer Swim League for economically disadvantaged children. lt also will provide funding for swimsuits, goggles and other equipment needed to participate in the swim league, and it will lead to development of an outreach program to encourage participation among low-income families. In addition, the grant will pay for three free-entry days to the Lodi Lake Beach each year, reserve an aquatics facility for free "sensory swim" days for disabled persons and their companions, swim competition equipment, naming rights to the Summer Swim League Championship meet, and recognition of the CFOSJ and Stocker Fund through marketing, fliers and signage. The grant agreement form is attached. FISCAL IMPAGT:The Stocker Fund grant will financially support numerous aquatics recreation programs managed by PRCS that the department could othenruise not afford. Deputy City Manager/lnternal Services Director Cathi DeGroot Parks, Recreation, and Cultural Services lnterim Director CD:tl cc: City Attorney RESOLUTTON NO. 2019-226 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH COMMUNITY FOUNDATION OF SAN JOAQUIN ACCEPTING FUNDS OVER A 1O-YEAR PERIOD FOR AN AQUATICS ENRICHMENT PROGRAM; AND FURTHER APPROPRIATING FUNDS WHEREAS, the Community Foundation of San Joaquin manages the Brian M. Stocker Fund; and WHEREAS, the Community Foundation of San Joaquin approved Parks, Recreation and Cultural Services'grant application for $275,000 over 10 years from the Brian M. Stocker Fund to pay for an Aquatics Enrichment Program to benefit low-income children and promote aquatics programs in the City of Lodi beginning in 2020; and WHEREAS, the Community Foundation of San Joaquin requires the grant agreement to be signed by an authorized representative of the City of Lodi. NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute the grant agreement with the Community Foundation of San Joaquin for $275,000 to be paid over 10 years; and BE lT FURTHER RESOLVED that the Lodi City Council does hereby appropriate $25,000 in PRCS Aquatics (Revenue - $25,000 in 20073400.56452, community grants; Expense - $12,000 in 2007340071003, parttime labor; $8,000 in 20073400.72938, sponsorships/scholarships; and $5,000 in20073400.72355, general supplies).
