RECOMMENDED ACTION Adopt resolution authorizing City Manager to execute Amendment
No. 1 with Tyler Technologies, lnc., of Plano, Texas, for
transparency software services for a three-year contract in an
amount not to exceed $66,000 for the three-year contract with two
optional one-year extensions (total not-to-exceed including all
extensions for the life of the contract of $1 10,000).
BACKGROUN D INFORMATION Socrata is a web application, offered through Tyler Technologies,
that provides financial information to both internal and external
users. lt provides intuitive, user-friendly interface that allows users
to access the City's financial data and capital projects.
Socrata is a modern approach allowing citizens to be engaged in a cost effective and meaningfulway.
Socrata will allow the City to create a story around what's happening within the data to ensure that any of
our stakeholders, can understand how the City is performing on the initiatives and outcomes that are the
focus of the City. The Open Data and Capital Projects Explorer will allow the City to transform data into
interactive graphs, charts and enhance the ability for the City to share its data with others.
Socrata synchronizes directly with the City's existing enterprise planning MUNIS software, which contains
all financial reporting information, project data and other data used for financial reporting. The City
purchased the MUNIS software in 2013. Recently, the City moved from a hosted environment to
Software as a Service (SaaS) environment. Council authorized the contract with Tyler Technologies on
August 7,2019.
As part of the competitive bid process, City staff evaluated three companies that all offer an Open
Finance transparency module. While all of these options claim integration abilities with Munis, only
Socrata synchronizes directly allowing for seamless and automated updates. Additionally, this product
allows for a story builder feature using finance and other data housed in MUNIS. Of the three options,
only OpenGov and Socrata offer a story builder feature, which gives the City more flexibility in telling the
story in an intuitive way to citizens. Socrata, recently purchased by Tyler Technologies, is an industry
pioneer with significant experience in Open Data and transparency solutions in both the public and
private sector. As an industry leader with a long track record of innovation, the City can be assured to
receive a quality product that is constantly on the forefront of transparency. While Clear Gov's solution is
less expensive, they are a relatively new player without the experience or additional features offered by

Socrata. Staff recommends moving forward with Socrata because of its intuitive interface and simple
integration into the City's website and current software.

Staff further recommends authorizing City Manager to execute Amendment No. 1 to the service
agreement with Tyler Technologies, lnc., of Plano, Texas for the purchase of the Socrata Open Finance
module in an amount of $22,000 for the first year and a not-to-exceed amount of $66,000 for the three-
year contract and with a not to exceed amount of $1 10,000 over the life of the contract should the city
exercise two (1) year extensions.
FISCAL IMPAGT:Costs for the transparency services are included in the City's proposed
Fiscal Year 2019/20 budget and the General Fund Long Range Financial
Plan.

RESOLUTTON NO. 2019-219
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE AMENDMENT NO. 1 TO THE PROFESSIONAL
SERVICES AGREEMENT WITH TYLER TECHNOLOGIES, INC., OF PLANO,
TEXAS, FOR TRANSPARENCY SOFTWARE SERVICES FOR A THREE-YEAR
TERM WITH TWO OPTIONAL ONE-YEAR EXTENSIONS
WHEREAS, with advances in technology that allows for information to be made
available in near real time, transparency of that information is becoming a best practice in local
governments adopted by the State of California and many local agencies; and
WHEREAS, Tyler Technologies offers a Socrata Open Finance module, a transparency
software service that synchronizes directly with the City's existing enterprise MUNIS financial
reporting software that allows citizens to be engaged in a meaningful way with financial data;
and
WHEREAS, the City Council authorized the City Manager to enter into a three-year
Professional Services Agreement with Tyler Technologies, lnc., with automatic annual renewals
for Enterprise Resource Program services; and
WHEREAS, staff recommends authorizing the City Manager to execute Amendment
No. 1 to the Professional Services Agreement with Tyler Technologies, lnc., of Plano, Texas, for
the purchase of the Socrata Open Finance module.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute Amendment No. 1 to the Professional Services
Agreement with Tyler Technologies, lnc., of Plano, Texas, for the purchase of the Socrata Open
Finance module, in the amount of $22,000 for the first year and a not-to-exceed amount of
$66,000 for the three-year contract and with a not-to-exceed amount of $110,000 over the life of
the contract should the City exercise two one-year extensions.
