for the Project

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to
execute a professional services agreement with Mark Thomas & Company
(MT) for design of Kettleman Lane widening from Woodbridge Irrigation
District (WID) Canal to Tienda Drive; and appropriate $250,000 for the
project.
BACKGROUND INFORMATION: The Kettleman Lane Widening Project is a desirable project to the
City of Lodi because it will improve safety conditions, increase
accessibility to fronting commercial uses, and provide congestion
relief. Presently, this section of state highway is associated with
high accident rates, mostly rear -end collisions, and long waits at traffic signals. Construction is expected
to begin within twelve months. The total cost of the project is estimated to be $2.2 million.
Acknowledging the requirement to widen Highway 12, the San Joaquin County Council of Governments
(SJCOG) has reserved $1.7 million in State Transportation Improvement Project (STIP) funds for the
project. These funds would be used for right of way acquisition and construction of the improvements.
Staff will work with SJCOG to secure an allocation of $500,000 in Measure K funds for the design and
construction services portions of the project.
The project description is a widening of the existing highway by 19 feet along a 0.85 -mile stretch of
Kettleman Lane (State Highway 12) generally between Ham Lane and Lower Sacramento Road. When
completed, there will be two travel lanes in each direction, a center median, bike lanes and sidewalk. The
south side of the highway will not be changed. A center median with turn lanes will be constructed
between the WID canal and Tienda Drive. A double left -turn pocket will be constructed into the Wal-Mart
shopping center. The north side of the highway will be widened. The Lakeshore Drive intersection will be
controlled by the median design to permit only right turns onto Kettleman Lane and only left turns from
Kettleman Lane to Lakeshore Drive. This is also the location of the extension of Tienda Drive, which will
have the same turn restrictions. Utility lines on the north side will be relocated. Landscaping of the
median will immediately follow as a separate project.
In order to secure the reservation of STIP funds for the project, it was necessary to accelerate the
preparation of a Project Study Report (PSR). A Purchase Order in the amount of $4,080 has been
issued to MT and work on the PSR has begun.

Staff recommends the services of MT and their team of subconsultants for this project. MT has most
recently worked for the City on the design of the Lower Sacramento Road Widening Project. The same
team will work on this Kettleman Lane Widening Project. City staff has a close working relationship with
MT and the other subconsultants. Staff is confident in their ability to provide quality services on
schedule for this priority project.
There are project issues of importance to the City and the community, most notably right of way
acquisition and intersection controls. MT and their team of consultants worked through similar issues on
Lower Sacramento Road by hosting public workshops and individual meetings with the various
stakeholders. A similar approach will be taken on this project.
The cost of professional engineering services for the design, geotechnical, environmental, surveys and
mapping is $236,962. Additional costs will be incurred during the construction phase, including
construction management, environmental monitoring, materials testing and construction surveys of
approximately $250,000. These additional costs and the construction costs will be the subject of future
appropriations by the Council at the time of awarding of the construction contract. The present
appropriation recommendation includes MT services, contingencies, and other City expenses for the
design and public meetings.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE PROFESSIONAL SERVICES
AGREEMENT WITH MARK THOMAS & COMPANY FOR DESIGN OF
KETTLEMAN LANE WIDENING FROM WOODBRIDGE IRRIGATION
DISTRICT CANAL TO TIENDA DRIVE, AND FURTHER
APPROPRIATING FUNDS FOR THIS PROJECT

WHEREAS, the project description is a widening of the existing highway by 19 feet
along a 0.85 -mile stretch of Kettleman Lane (State Highway 12) generally between Ham Lane
and Lower Sacramento Road; and
WHEREAS, when completed, there will be two travel lanes in each direction, a center
median, bike lanes and sidewalk, leaving the south side of the highway unchanged. A center
median with turn lanes will be constructed between the WID canal and Tienda Drive. A
double left -turn pocket will be constructed into the Wal-Mart shopping center. The north side
of the highway will be widened to add approximately 20 feet of new pavement plus 10 feet of
curb, gutter and sidewalk. The Lakeshore Drive intersection will be controlled by the median
design to permit only right turns onto Kettleman Lane and only left turns from Kettleman Lane
to Lakeshore Drive. Utility lines on the north side will be relocated. Landscaping of the
median will immediately follow as a separate project.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to execute a professional services agreement with Mark Thomas &
Company for design of Kettleman Lane Widening from Woodbridge Irrigation District Canal to
Tienda Drive; and
BE IT FURTHER RESOLVED that Measure K funds be appropriated for this project in
an amount not to exceed $250,000.00.
