RECOMMENDED ACTION Adopt resolution approving the reclassification of one Deputy City
Clerk to the position of Assistant City Clerk.
BACKGROUND INFORMATION The City Clerk's office is staffed with three full{ime Unrepresented/
Confidential employees: the City Clerk; one Deputy City Clerk; and,
one Administrative Clerk.
ln 2008, the City conducted a reclassification study on the Deputy City Clerk position. The City Council
approved the creation of the Assistant City Clerk position and approved the reclassification of the
incumbent, based on the higher level work being performed. The Deputy City Clerk position was
abolished at that time.
ln 2014, the Assistant City Clerk was appointed to the position of City Clerk. The newly appointed City
Clerk assessed the needs of the Clerk's Office and elected to fill the vacant Assistant City Clerk position
wlth a lower level position and provide an internal promotional opportunity within the City. At its August 6,
2014 meeting, Council approved the classification and salary range for the position of Deputy City Clerk.
The Assistant City Clerk classification was not abolished in 2014 as the intent was to hire someone at the
lower Deputy classification and provide a development opportunity for the incumbent with the ability to be
reclassified to the Assistant City Clerk after obtaining additional knowledge, skills and experience.
The City filled the Deputy City Clerk position with an internal promotion in September 2014. Over the
past five years, the incumbent has developed advanced skills through on the job training and experience
and educational courses. The incumbent has been performing work comparable to the duties of the
Assistant City Clerk including: preparation and management of the City Council agenda packet;
coordination and follow-up activities to legislative meetings; assumption of the responsibilities for filing
Conflict of lnterest (Form 700) statements; supervision of assigned staff; coordination, development, and
maintenance of departmental web pages; and oversight and coordination of appointments for various
boards and commissions. ln addition, the Deputy City Clerk has become more involved in the election
process; has taken on the responsibility of preparing City Council resolutions; provides back up on the
preparation of ordinances; and, serves as City Clerk in the Clerk's absence.
The incumbent has also earned the designation of Certified Municipal Clerk (CMC) and is enrolled in the
Master Municipal Clerk (MMC) program and working towards designation of MMC.

Statf recommends the reclassification of one Deputy City Clerk to Assistant City Clerk, retro-active to
October 8,2018. The reclassification will provide compensation commensurate for the higher level and
more complex work that is being performed. The reclassification would result in the incumbent moving
from a non-exempt position to an exempt position.
FISCAL IMPACT:Approximately $3,900 for FY18/19 and $1,300 for FY 19120 for the retro-
active salary increase and approximately $5,800 annually thereafter for
salary and benefits.
FUNDING AVAILABLE: Funding available in the City Clerk's budget.
