RECOMMENDED ACTION Adopt a resolution approving a mosaic mural at English Oaks
Common Park using up to $10,000 in Art in Public Places funds.
BACKGROUND INFORMATION: Earlier this year, a Parks and Recreation Commissioner mentioned
that the beige block walls at English Oaks Common Park would be
an ideal location for a public art project. PRCS staff followed up with
a site visit with Arts Commission chainruoman Cathy Metcalf and Mark Hamilton, who last decade led
Project LodiArt community mosaic tile projects at Van Buskirk Park and LodiAvenue, and is a former
member of the Arts and Parks and Recreation Commissions.
A prime location, suitable for a 50-foot-long, 8-foot high mural, was identified near the picnic shelter and
playground, and the Arts Commission and Parks and Recreation Commission subsequently endorsed the
concept. The proposed project would use Art in Public Places (A|PP) funds as well as a donation from
the Lodi Arts Foundation.
Mr. Hamilton has reached out to Lodi Unified and other schools to gauge their interest in participating in
the art project and has received positive responses. As in the other Project LodiArt concepts, the
selected design or designs will be determined by a public vote, after submissions are screened for
objectionable content, inclusive design and adherence to the theme "Diversity." This concept was
endorsed by the Arts Commission at its September 1 1, 2019, meeting and the Commission recommends
the Council approve the project. The final design will be the community's selection, after initial screening,
and consistent with the theme.
Mr. Hamilton estimates the project will require nearly $10,000 in A|PP funds. The Fiscal Year 2019120
budget appropriated $44,000 for public art projects. The City's Public Art Policy requires the City Council
approve all AiPP-funded projects. This project was not identified at the time the annual budget was being
prepared, and so Council adoption of the resolution is needed to proceed.
FISCAL IMPACT:Sufficient funds are appropriated in the FY 2019/20 budget for the purpose
of public art. The Art in Public Places Fund has a balance of approximately
$125,000.
