BACKGROUND INFORMATION: The City has entered into a Professional Services Agreement (PSA) with Avery and Associates to conduct an executive recruitment for a new Community Development Director. Recently, the Parks, Recreation and Cultural Services (PRCS) Director announced his retirement effective November 2,2019. The City desires to enter into a longer term agreement with Avery and Associates to conduct the recruitment for the PRCS Director and for future potential executive level recruitments on behalf of the City as needed over the next 12 months. Avery and Associates has been conducting executive recruiting for over 25 years and specializes in public sector placements. They have built a vast network of executive level candidates that enables them to expand their recruiting efforts outside of the typical recruitment conducted in-house. Avery has dedicated staff who actively contact their network of candidates and will conduct a thorough marketing and advertising campaign to find the best suited applicants for the City's executive management team. Human Resources staff will continue to conduct recruitments for all other vacancies. Avery will conduct recruitments on behalf of the City through direct contact with targeted candidates, market the position with various agencies, and advertise the opening in Western City and Jobs Available magazines as well as on-line publications. Avery and Associates will evaluate the candidates for suitability and will refer those who are most qualified to the City, saving the City time and effort in the recruitment process. Avery will also conduct references on the candidates and can facilitate background checks on behalf of the City. ln addition, Avery offers a one-year guarantee on its search results. Avery will provide a discounted rate to the City for multiple recruitments. Avery's fees will for each recruitment will be $21,900, including expenses. Staff recommends that the Council approve the agreement with Avery and Associates for future executive level recruitments. F¡SCAL IMPAGT:The fee for Avery and Associates services is $21,900 per recruitment over the next 12 months. The number of recruitments is not certain at this time.
