AGENDA TITLE: Adopt a Resolution Awarding the Contract for the Municipal Service Center (MSC) Reroof Project,
1331 South Ham Lane, to Kodiak Roofing and Waterproofing Co. ($108,400); and Appropriate $125,000
for the Project

RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the above project to
Kodiak Roofing and Waterproofing Co., of Loomis, in the amount of $108,400; and
appropriate $125,000 in accordance with the recommendation shown below.
BACKGROUND INFORMATION: The MSC was constructed in 1971. The roofs on the Public Works administration
building, sheds, covered parking areas, hydrant shop, soils lab, sign shop, and fleet
services shop were installed at that time. All roofs have had various maintenance
and repair work done on them, but none have been replaced. All have exceeded
their useful life and are leaking, even through an increasing number of annual repairs and patches. All are becoming
unreliable and need immediate attention. Approximately 21,548 square feet of roof needs replacing.
The master plan for the MSC includes moving the Electric Utility Department and Purchasing warehouse to a new facility on
Thurman Street. The remodel/expansion of the existing MSC to accommodate Public Works and Parks divisions will not
conflict with this project.
The City Council authorized the City Manager to execute a Professional Services Design Agreement with
Wenell Mattheis Bowe on March 1, 2000; the plans and specifications for this project were approved on September 20, 2000.

A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE
BID FOR MUNICIPAL SERVICE CENTER (MSC) REROOF
PROJECT, 1331 SOUTH HAM LANE, AND APPROPRIATE
FUNDS FOR THIS PROJECT
WHEREAS, in answer to notice duly published in accordance with law and the order of this
City Council, sealed bids were received and publicly opened on October 24, 2000, at 11:00 a.m.,
for Municipal Service Center (MSC) Reroof Project, 1331 South Ham Lane, described in the
specifications, therefore approved by the City Council on September 20, 2000; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, staff recommends award of the bid for Municipal Service Center (MSC) Reroof
Project, 1331 South Ham Lane, to the low bidder, Kodiak Roofing & Waterproofing, of Loomis,
California, in the amount of $108,400.00.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the bid
for Municipal Service Center (MSC) Reroof Project, 1331 South Ham Lane, be and the same is
hereby awarded to the low bidder, Kodiak Roofing & Waterproofing, of Loomis, California, in the
amount of $108,400.00; and
BE IT FURTHER RESOLVED, that funds be appropriated as follows for this project:
Water funds $20,833.00
Wastewater funds $20,833.00
General (Streets) Capital funds $20,834.00
Transportation Development Act funds $12,500.00
Federal Transit Administration funds $50,000.00
