BACKGROUND INFORMATION: ln January 2016, Council approved a contract with DoubleMap, lnc. to design, install, and maintain a multi-component lntelligent Transportation System (lTS) in 13 vehicles in the City's transit fleet. The ITS project consisted of Automatic Vehicle Location (AVL), Automatic Stop Annunciation (ASA), and Passenger lnformation Network (PlN). The AVL uses global positioning software to track the location of transit buses in real-time and is the backbone for the ASA and PIN systems. The ASA utilizes the vehicle public address systems to make automatic announcements of approaching bus stops to assist visually impaired passengers and is a necessary element required for Americans with Disabilities compliance. PIN provides real-time passenger information including predictions about arrival and departure times, and real-time bus tracking. Collectively, the ITS systems have improved transit system reliability, on-time performance, and customer service by providing access to accurate transit information. With the delivery of the new Gillig trolley and five new Glaval cut-away vehicles, the Transit Division recommends the purchase and installation of ITS systems for these new vehicles. The DoubleMap, lnc. ITS system is the only ITS system compatible with the current system; therefore, standardization is necessary for consistency with the remaining fleet. Per Lodi Municipal Code, Section 3.20.070, Bidding, bidding shall be dispensed with when the commodity can be obtained from only one vendor, due to (a) product standardization by resolution of the city council, or (b) need for branded replacement parts or supplies for equipment of like brand. The Professional Services Agreement, if approved, would provide for outfitting the new vehicles with the DoubleMap, lnc. ITS system, including the equipment components, installation, and fíve years of annual software hosting and subscriptions. The original term of the agreement is three years, with two optional one-year extensions. Staff recommends authorizing City Manager to waive the bid process and execute Professional Services Agreement with DoubleMap, lnc., of lndianapolis, lndiana, for lntelligent Transportation System, in the amount of $89,024, and appropriating funds in the amount of $89,024.
