RECOMMENDED AGTION: Approve plans and specifications for the Church Street Bike and
Pedestrian lmprovement Project, authorize advertisement for bids, and
adopt resolution authorizing City Manager to procure project signal
equipment, in an amount not to exceed $250,000.
BACKGROUND INFORMATION: On March 6,2019, Council authorized the City Manager to enter into a
cooperative agreement with the San Joaquin Council of Governments
(SJCOG) to utilize Bicycle, Pedestrian and Safe Routes to School
Competitive Measure K funding for this project. A public meeting was held at the Lodi Chamber of
Commerce on February 27,2019 and a project presentation was given at a shirtsleeve meeting on April 30,
2019.
The project is located on Church Street, from LodiAvenue to Lockeford Street. The project includes
resurfacing the roadway, reducing the existing four travel lanes to two travel lanes, installing a two-way
leftturn lane, installing Class 2 bike lanes, modifying the signal equipment to provide bike detection at
intersections, and installing other pedestrian accessibility enhancements.
The specifications are on file in the Public Works Department. The planned bid opening date is October
30,2019 and project award is anticipated to be on November 20,2019.
Staff is working to have the project completed prior to the Street Fair in May 2020. ln order to
accommodate this timeline, staff is recommending that Council authorize the City Manager to procure the
signal equipment prior to, and separately from, the contract award. While generally procured by the
contractor, the signal equipment often requires a five- to six-month lead time. By starting the signal
equipment procurement at project advertisement, the signal equipment will arrive approximately two
months earlier. The signal equipment to be procured by the City is estimated not to exceed $250,000.
The total project, including staff time and contingencies, is estimated to cost $1,700,000.

Project, authorize advertisement for bids, and adopt resolution authorizing City Manager to procure
project signal equipment, in an amount not to exceed $250,000.
FISCAL IMPACT:There will be a slight increase in traffic signal and striping maintenance
costs and a minimal long-term cost-savings related to the pavement
resurfacing and pedestrian improvements. This project will not impact the
General Fund.
