BACKGROUND INFORMATION: Well 3R is located at 144 South Rose Street (south west corner of Hutchins Street Square site) and was constructed in 1993 (as shown on Exhibit A). The well has a submersible pump and motor and produces about 850 gallons per minute of ground water into the City's municipal water system. This water well is used to supplement peak-hour water demand and fire flow capacity in the downtown area. The pump and motor have recently started to have problems and staff has taken the well out of service to schedule the work during the fall and winter months when water demand is lower. The submersible pump and motor was manufactured by Byron Jackson Company, which is no longer in business and it has exceeded the normal life expectancy of 20 years for this type of equipment. Staff recommends removing and replacing the existing submersible pump and motor. This project also includes performing video inspection of the water well, rehabilitating the water well casing by mechanical and chemical methods, removing the debris from the bottom of the well, redeveloping the water well to restore capacity, and other incidental and related work, all as shown on the plans and specifications for the project. The plans and specifications are on file in the Public Works Department. The planned bid opening date is October 30, 2019. The project estimate is $170,000. FISCAL IMPACT: This project is necessary to reduce long term well maintenance costs and enhance water system production capacity. This project will not impact the General Fund.
