RECOMMENDED ACTION:Adopt a resolution authorizing the City Manager to execute
performing arts contracts up to $30,000.
BACKGROUND INFORMATION Parks, Recreation and Cultural Services is planning a new season
of live performing arts at Hutchins Street Square in 2020, and
recently hired Roadside Concepts to identify artists and sponsors
and to market the season.
Roadside Concepts has already identified several artists for the season and, with PRCS staff, is
negotiating terms. While PRCS is working with artists whose fees do not exceed the City Manager's
signature authority of up to $20,000, there may come a time when PRCS has an opportunity to bring
nationally known talent to Lodi at a slightly higher fee.
Fees in excess of $20,000 are not uncommon for highly recognized performing artists. Time is of the
essence in negotiating contracts with artists' agents, and the timeline needed to bring contracts to the
City Council for approval is an obstacle to execution.
PRCS requests the City Council adopt the resolution so that if the opportunity arises, staff and Roadside
Concepts can contract with well-known artists to perform at Hutchins Street Square. PRCS does not
anticipate any contracts in 2020 that would exceed $20,000, but the resolution will provide staff and
Roadside Concepts to respond quickly to opportunities if they arise.
PRCS plans on recovering all costs associated with higher performer fees, whether through tickets or
sponsorships. ln the meantime, providing high-quality entertainment in Lodi is an economic development
tool that creates opportunities for hotel stays, downtown dining and other entertainment.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO EXECUTE PERFORMING ARTS
CONTRACTS UP TO $3O,OOO
WHEREAS, Parks, Recreation and Cultural Services (PRCS) is planning a new
performing arts season at Hutchins Street Square in 2020 and recently hired a contractor to
identify artists and sponsors and market the season; and
WHEREAS, there may be a time when PRCS has an opportunity to bring nationally
known talent to Lodi at a fee in excess of the City Manager's $20,000 signature authority; and
WHEREAS, time is of the essence in negotiating contracts with artists' agents, and the
timeline needed to bring contracts to the City Council for approval is an obstacle to execution;
and
WHEREAS, PRCS plans on recovering all costs associated with higher performer fees
through tickets and sponsorships; and
WHEREAS, high-quality entertainment is an economic development tool that creates
opportunities to increase commerce at Lodi's businesses.
NOW, THEREFORE, BE lT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to execute performing arts contracts up to $30,000
