BACKGROUN D INFORMATION Senate B¡ll 901, enacted in 2018, amended the California Public Utilities Code requiring electric utilities to prepare and submit an annualWildfire Mitigation Plan that meets various regulatory requirements. After reviewing the regulatory requirements in consultation with NCPA and the California Municipal Utilities Association, Lodi Electric Utility (LEU) staff completed an initial draft Wildfire Mitigation Plan (Plan) and requested review and feedback from various City departments including the City Attorney, Risk Management, Police, Fire and Public Works. Staff has compiled all comments received and incorporated said changes into the most current draft Plan. SB 901 also requires electric utilities to contract with a qualified independent evaluator with experience in assessing the safe operation of electrical infrastructure to review and assess the comprehensiveness of its Wildfire Mitigation Plan. NCPA is currently contracted with a number of firms that meet the requirements of SB 901 and LEU is able to contract with these firms through its Support Services Program Agreement with NCPA. The auditor will independently evaluate LEU's plan to identify gaps between the draft plan and the legislative requirements of SB 901 to ensure that LEU's finalWildfire Mitigation Plan meets all necessary requirements. Both the Plan and third party findings will be presented to City Council before the end of the year. Staff deemed that Navigant Consulting, lnc. is the most qual¡fied entity to complete the evaluation of the Wildfire Mitigation Plan. They have broad experience in developing and evaluating such plans for investor owned and publicly owned utilities in response to 58901 and is therefore a qualified independent evaluator to review and assess LEU's draft Plan. Keys Deputy City Manager/lnternal Services Director er Electric Utility Director PREPARED BY: Hasan Shahriar, P.E., Senior Power Engineer FUNDING AVAILABLE RESOLUTION NO 2019-193 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE A CONFIRMATION UNDER SUPPORT SERVICES PROGRAM AGREEMENT WITH NORTHERN CALIFORNIA POWER AGENCY ======:9:y!3illlylgl'lgl:sl3==1fl ::|l:yl'!ål'gl=.ry,="===l===== WHEREAS, Senate Bill (SB) 901, enacted in 2018, amended the California Public Utilities Code requiring electric utilities to prepare and submit an annual Wildfire Mitigation Plan that meets various regulatory requirements; and WHEREAS, SB 901 also requires electric utilities to contract with a qualified independent evaluator with experience in assessing the safe operation of electrical infrastructure to review and assess the comprehensiveness of its Wildfire Mitigation Plan; and WHEREAS, Lodi Electric Utility (LEU) is proposing to engage the services of Navigant Consulting, lnc., an outside consulting firm, to provide Wildfire Mitigation Plan lndependent Evaluation Services; and WHEREAS, Navigant Consulting, lnc., of Folsom, is currently contracted with Northern California Power Agency (NCPA) and is available to LEU under NCPA's Support Services Program Agreement approved by the City Council by Resolution No. 2016-162. NOW, THEREFORE, BE lT RESOLVED that Lodi City Council does hereby authorize the City Manager to execute a Confirmation under the Support Services Program Agreement with Northern California Power Agency for Wildfire Mitigation Plan lndependent Evaluation Services, in an amount not to exceed $31,345.
