RECOMMENDED ACTION Adopt resolution authorizing City Manager to execute Memorandum
of Understanding of lntegrated Water Management Planning
Coordinating Committee Members to form RegionalWater
Management Group.
BACKGROUND INFORMATION: The purpose of an lntegrated RegionalWater Management Plan
(IRWMP) is to define and integrate key water management
strategies to establish a prioritized set of projects and actions that,
when implemented, will provide benefits to the regional groundwater basin.
The latest IRWMP was updated in 2014 under the control of the Eastern San Joaquin County
Groundwater Basin Authority (GBA). The GBA is a regionalwater management group responsible for
developing the original IRWMP prepared in 2007. The City of Lodi is a member of this group, along with
several other agencies within the County.
San Joaquin County has been presented with a grant funding opportunity of approximately $6.5 million
dollars to be used for potential projects intended to benefit regional groundwater conditions within the
county. To be eligible for this funding, the projects must be included in a current IRWMP that conforms to
the most recent IRWMP guidelines established by the Department of Water Resources (DWR). The
IRWMP guidelines were last updated by DWR in 2016 and require that participating agencies form a
governance structure (in this case a Memorandum of Understanding) formalizing a commitment to
collaboratively work together in the IRWMP update planning process. By executing the memorandum,
participating agencies would be included as members in the Greater San Joaquin County Coordinating
Committee (Coordinating Committee). Members of the Coordinating Committee may discontinue
participation at any time by notifying the committee and executing a Notice of Withdrawal.
Any organization with an interest in integrated regional water management planning may join the
Coordinating Committee. Members could include, but are not limited to, water agencies, conservation
groups, agriculture representatives, community action groups, businesses, tribal groups, and land use
entities.
The goals of the Coordinating Committee are:
1) To develop a comprehensive planning document (IRWMP) to facilitate regional cooperation in
providing water supply reliability, water recycling, water conservation, water quality improvement,

storm water capture and management, flood management, and environmental and habitat
protection and improvement;
2) To foster coordination, collaboration, and communication between Coordinating Committee
organizations and interested stakeholders, to achieve greater efficiencies, enhance public
services, and build public support for vital projects;
3) To support the procurement of State and Federal grant funding.
The potentialfunding deadline is anticipated to be summer 2020, at which time the update to the IRWMP
update must be submitted to DWR. ln order to expedite the grant application process, San Joaquin
County may provide initial funding for a consultant to initiate the update and develop grant applications.
The total cost of the consultant and the applications will be shared by those entities with projects included
in the grant application. Conversely, if an entity does not put forth a project for a grant application, that
entity is not responsible for providing funding for the grant application, but still may participate in the
IRWMP planning process.
FISCAL IMPACT:There is no cost to be a member of the Coordinating Committee; however,
membership provides entities an opportunity to participate in the IRWMP
planning process.
FUNDING AVAILABLE: Not applicable.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
UNDERSTANDING OF INTEGRATED WATER MANAGEMENT
PLANNING COORDINATING COMMITTEE MEMBERS TO
FORM A REGIONAL WATER MANAGEMENT GROUP

WHEREAS, staff recommends authorizing the City Manager to execute a Memorandum
of Understanding of lntegrated Water Management Planning Coordinating Committee Members
to form a RegionalWater Management Group.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a Memorandum of Understanding of lntegrated Water
Management Planning Coordinating Committee Members to form a Regìonal Water
Management Group.
