($40,000) September 18,2019 Electric Utility Director RECOMMENDED ACTION BAC KGROUND INFORMATION Adopt a resolution rescinding Resolution 99-124 and authorizing the purchase of time-of-use electronic meters from Trimark Associates, lnc. in an amount not to exceed $40,000. ln '1999 by Resolution 99-124,the City Council approved the standardization of demand and time-of-use meters for Lodi Electric Utility's (LEU) largest commercial and industrial customers. While this standardization has served LEU and its large commercial and industrial customers well for a number of years, these meters are no longer readily available and have outlived their useful life due to changes in the communication industry moving to 4G technology. ln addition, they are not as competitively priced as other full featured models. The market has changed in the past few years and pricing for similar meters is approximately 40 percent less. ln the current market, LEU is now able to purchase a more advanced meter with a 4G communication module installed within the meter, including mass memory for data retention for several hundred dollars less per unit. In addition, the associated software from the manufacturers is free and support is readily available. There are currently two vendors that offer the meter that would meet LEU's needs. Proposals were requested from both vendors as outlined below: LEU proposes to purchase 55 meters from Trimark for existing needs as well as to maintain inventory on hand. With the phasing out of the 3G communication standard by major cell carriers by the end of 2019 and the estimated lead time associated with the proposed meter purchase, it is important that LEU move forward with this action in a timely manner. NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby rescind Resolution No. 99-124 and authorize the purchase of 55 time-of-use electronic meiers from Trimark Associates, lnc., of Folsom, California, in an amount not to exceed 940,000.
