BACKGROUND INFORMATION: California faces a continued and growing threat of extreme weather and wildfires. As part of its Community Wildfire Safety Program, Pacific Gas & Electric (PG&E) is implementing additional precautionary measures to help reduce the risk of wildfires. lf extreme fire danger conditions threaten a portion of the electric system serving a community, it may be necessary to implement a Public Safety Power Shutoff event, turning off electricity in the interest of public safety. While the PG&E facilities that provide transmission of power to the City of Lodi are not located within high fire threat areas, it is possible that actions taken by PG&E to reduce the risk of wildfire could result in the City of Lodi experiencing an extended power outage. City staff has taken this opportunity to evaluate a number of City facilities and determine community needs in the event of a City-wide power outage. Currently, the City's public library is used as the City-wide cooling center during high heat events. However, the library does not have a generator large enough to power the air conditioning units during a power outage. Due to its size and capacity, staff has determined that Hutchins Street Square would be a better location for a cooling station and/or aid station in the event of a city-wide power outage or natural disaster. The proposed towable trailer unit is appropriately sized to operate Hutchins Street Square heating and cooling systems and lighting; and can be deployed and operated within hours of an outage notification. Since it is portable, the unit can also be deployed to various water, wastewater, and electric utility locations to augment system wide service. Staff recommends authorizing City Manager to waive the bid process and purchase one 230kVA towable generator from Holt of California, of Pleasant Grove, utilizing the competitively bid Sourcewell Contract No. 032119-CAT, in the amount of $131,835, and appropriating funds in the amount of $131,835. While being purchased with Water Capital Funds, the ultimate funding distribution will be shared between Water, Wastewater, Electric, and General Fund capital outlay funds. Since this expenditure is not budgeted, appropriations are required as noted below to accommodate the funding transfers. This purchase will impact the General Fund.
