HGAC FS12-17, and award a purchase order to Golden State Emergency Vehicle Service lnc. of Sacramento, California for the purchase of a Pierce Enforcer Pumper Engine in the amount of $650,000. BACKGROUND INFORMATION: The Fire Department currently has seven fire engines and two aerial fire trucks utilized at four fire stations. Five engines are used as front-line vehicles and two engines are used in reserve. One of the reserve engines, a 1997 Hi-Tech FT, is at the end of its useful life and in need of continual repair, leaving it unavailable for daily emergency response. lt has 120,374 miles and 15,037 hours of service, representing 15 years of front-line service and seven years of reserve service. The industry standard lifespan for an engine is 15 years in front-line usage and five years in reserve. lf Council approves the proposed purchase, the new engine will be placed into front-line service at Station 4, and the existing Engine 2034 (2004 Pierce) will rotate into reserve service and be renamed Engine 2035 (replacing the 1997 Hi-Tech) to designate its reserve status and be housed at Station 1 or Station 3. Staff has spent considerable time comparing different purchasing options and pricing (Exhibits A & B). HGAC is a public agency available nationwide that establishes competitively priced contracts for goods and services. All contracts available have been awarded by a public competitive bid process compliant with state statutes. Utilizing the HGAC contract provides the best pricing and saves approximately $6,000 compared to the other quote received from Hi-Tech Emergency Vehicle Services (our previous vendor for the purchase of two engines in 2016). Additionally the turn-around time to receive the engine from Golden State Emergency Vehicle Service lnc., is approximately one year as opposed to two years with Hi-Tech. Maintenance costs for the fleet continue to rise with the age of the fleet. Authorization will provide all stations with reliable front-line apparatus and upgrade one reserve engine to support the fleet. The 1997 Hi-Tech engine will be disposed of in accordance with City policy. FISCAL IMPACT Funds for the purchase were approved in the Fiscal Year 2019120 Budget Contributions have been made over the past several years to the vehicle replacement fund in preparation for this purchase. HGAC FS 12-17, AND AWARD A PURCHASE ORDER TO GOLDEN STATE EMERGENCY VEHICLE SERVICE, INC., OF SACRAMENTO, FOR THE PURCHASE OF A PIERCE ENFORCER PUMPER ENGINE WHEREAS, the City of Lodi is a public agency located in the County of San Joaquin, State of California; and WHEREAS, the Lodi Fire Department currently has seven Type-1 Fire Engines and two Aerial Fire Trucks utilized at four fire stations.
