HomeMy WebLinkAboutResolutions - No. 2019-288 FLSA Status: Exempt CITY OF LODI September 5, 2001 Amended December 2019 SENIOR TRAFFIC ENGINEER DEFINITION Plans, assigns, supervises, and reviews engineering work in connection with a broad range of traffic-related activities, including the location, design, construction, inspection and maintenance of major public works projects: administers design contracts and coordinates projects. DISTINGUISHING CHARACTERISTICS This is a mid-management position in the Engineering Division of the Public Works Department. This position supervises the Traffic Sections of the Division and participates in management and policy-making for the Engineering Division as a whole. This position has responsible charge for City traffic engineering work, including some contract engineering services, recordkeeping and computer traffic database. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the City Engineer and Public Works Director. Exercises general direction of subordinate professional engineering positions and direct supervision of some sub- professional engineering positions EXAMPLES OF DUTIES Duties may include, but are not limited to the following: Plans, assigns, supervises, mentors, reviews, and evaluates the work of assigned professional, technical and administrative support staff; Makes recommendations on hiring decisions and personnel related actions; oversees the work of consulting engineers; Assists subordinate engineering personnel with difficult technical problems; Assists in preparation and administration of the Traffic Section budget; participates in policy- making for the Traffic Engineering Division; Recommend and assist in the implementation of goals and objectives for the Department; Supervises the preparation of engineering plans and specifications for the construction of capital improvement projects; checks plans for accuracy and completeness and makes recommendations for revision and improvement; reviews specifications for composition and accuracy; prepares and/or reviews preliminary and final cost estimates; Prepares and supervises the preparation of major program feasibility and cost studies; contract, plans, specification, resolutions, agreements and other legal documents; Provides advice and technical engineering expertise and authority regarding a variety of traffic- related issues; Perform field inspections and operation of traffic signal equipment; Monitors legislation and assures compliance with traffic-related laws, regulations, statutes, and codes; Reviews development plans and Environmental Impact Reviews (EIR’s); Meets with other agency officials, engineers, private individuals, and industry representatives in discussing traffic engineering problems; CLASS SPECIFICATION CITY OF LODI Senior Traffic Engineer Page 2 of 3 Directs or conducts studies and prepare reports and correspondences on traffic control issues for presentation to the public, City Council, Planning Commission, and other bodies; Assists in planning, organizing, and directing office and field engineering, and assists in reviewing engineering design for electrical (signal) maintenance personnel in maintenance of public works projects; Prepares and writes general correspondence and Council Communications related to the Traffic Section’s activities; prepares special reports and studies requested by the Public Works Director; Reviews traffic investigation reports and recommends mitigation measures; Prepares and evaluates contracts; prepares reports on Traffic Section functions and activities for City officials; Supervises and prepares grant applications; Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints; Performs other duties related to the operation of the department and the city, including additional duties that enable the department and City to meet the diverse needs of its community. MINIMUM QUALIFICATIONS: Knowledge of: Principles, practices, and methods of traffic engineering such as: Arterial street traffic signal timing for progressive systems design; Federal and State requirements pertaining to traffic circulation for developments and projects; and procedures for conducting and interpreting traffic engineering studies; Principles and practices of civil engineering or electrical engineering as they relate to transportation systems and travel on those systems, Field survey and construction practices; Municipal public works administration; and Safety principles, practices, and procedures; Principles of management and supervision; and Basic municipal accounting and budgeting practices; Laws and regulations relating to public works improvements; Federal, State, and local laws, ordinances, and regulations pertaining to highway programs and their funding, traffic signal and light system design, and traffic signs and markings; Modern office procedures, methods and computer equipment, including Word, Excel and Outlook. Ability to: Organize, implement and direct traffic engineering and planning operations and activities; Perform a variety of responsible traffic and transportation engineering functions; Perform required traffic/transportation studies and analysis; Design, prepare, and review plans, specifications and engineer’s estimate on traffic related projects; Analyze complex traffic control problems, evaluate alternatives and use sound judgement in making determination or conclusions; CLASS SPECIFICATION CITY OF LODI Senior Traffic Engineer Page 3 of 3 Understand community traffic concerns; Interpret and explain pertinent City and Department policies and procedures; communicate effectively, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Supervise, train, mentor and evaluate assigned staff; Estimate project costs and keep neat and accurate records. EDUCATION AND EXPERIENCE Any com bination of experience and education that would likely produce the qualifying knowledge and ability. A typical combination is: Education: A Bachelor’s Degree with major course work in civil and/or traffic engineering. Experience: Three years of progressively responsible professional traffic engineering experience; One year of technical and functional supervision over assigned personnel highly desired. LICENSES AND CERTIFICATES: Possession of a Certificate of Registration as a Traffic Engineer by the California State Board of Registration for Professional Engineers. Possession of a valid Driver’s License issued from the California Department of Motor Vehicles. WORKING CONDITIONS: Work is generally performed in an office setting with occasional outside work with exposure to weather, odors, dust and pollen. Occasional exposure to chemicals, skin irritants, fumes and solvents; Position may require working with the public and attendance at night and/or weekend meetings and driving a motor vehicle. PHYSICAL DEMANDS: Work may include prolonged sitting, as well as light to moderate lifting, reaching, stooping, pulling, pushing, manual dexterity, repetitive hand movement and fine coordination when using a computer keyboard, clear speech, visual and hearing acuity; acute hearing to distinguish audible alarms; hear and speak well enough to converse by telephone, in person, and to large groups and be clearly understood. Stamina to work additional hours to meet deadlines. Must be able to wear personal protection equipment (PPE) appropriate for job assignments. *FLSA Status: EXEMPT
