MEETING DATE: August 16, 2000 SUBMITTED BY: Human Resources Director RECOMMENDED ACTION: That City Council: 1) Implement an overall 8.14% compensation increase for members of the General Services bargaining unit as listed in the General Services Internal Salary Relationships spreadsheet effective the pay period in which July 1, 2000 falls (Attachment I). 2) Implement an overall 12.8% compensation increase for Confidential employees as listed in the Confidential Internal Salary Relationships spreadsheet effective the pay period in which July 1, 2000 falls (Attachment II). 3) Adopt updated class specifications for General Services and Confidential positions (Attachment III). BACKGROUND INFORMATION: The City of Lodi endeavours to compensate employees in a manner that allows us to recruit - and retain - a talented and proficient workforce. In the Memorandum of Understanding currently in effect between the City of Lodi and the General Services bargaining unit, it was agreed that a salary survey would be initiated in January 2000 and negotiations would be reopened to discuss salary. It was also agreed that any salary adjustments will be effective beginning the pay period in which July 1, 2000 falls. Because Confidential positions are linked to the General Services bargaining unit, these positions were also included in the survey group. Bryce Consulting has completed a salary survey of benchmarked General Services and Confidential positions. The process of preparing this report included input and discussion with City management staff as well as negotiation of the implementation of recommedations with representatives of the General Services bargaining unit. The results of this analysis are now complete. It is recommended that salary changes be implemented as shown on Attachments I and II in the "Recommended A through E Step" columns. APPROVED: H. Incumbents in each position were given the opportunity to review and comment on their existing job specification. Comments were then reviewed by the employee's supervisor and Department Head. This input was reviewed by Bryce Consulting and Human Resources staff and changes to specifications were made in accordance with sound classification principles. The updated specifications were then presented to Department Heads as well as representatives of the General Services unit. Consensus amongst these individuals has been achieved, and these updated job specifications are now presented to City Council for their approval. FUNDING: The cost of this recommendation in FY 2000-2001 is $248,517 for General Services positions and $29,379 for Confidential positions. DISTINGUISHING CHARACTERISTICS Accounting Clerk I This is the entry-level classification in the Accounting Clerk series. This class is distinguished from the Accounting Clerk II in that this class performs tasks that are more routine in nature and are performed under close supervision. This is a flexibly staffed class in that the Accounting Clerk I position is expected to progress to the II level with training and satisfactory performance. Accounting Clerk II Positions in this class perform journey -level clerical work of a financial nature, working under general supervision and structured guidelines and procedures. Positions in this class are normally filled by advancement from the Accounting Clerk I class. This class is distinguished from the Customer Service Representative classes in that the latter spend the majority of time working directly with the public to collect revenue, answer questions, and resolve problems. SUPERVISION EXERCISED AND RECEIVED Receives general supervision from an Accountant I/II or higher-level class. EXAMPLES OF DUTIES Duties may include, but are not limited to the following: • Processes accounts payable for City operations; processes invoices for weekly check run, payroll vouchers; • Reconcile vendor accounts, maintain vendor files; • Prepares Form 1099 for IRS reporting; • Submits Cash requirement reports to Revenue Manager; • Prepare Disbursement reports to City Council; • Assists Auditors during the annual audit and during interim audits by other government agencies; Js -accounting Gerk I-11 CLASS SPECIFICATION CITY OF LODI Accounting Clerk UII Page 2 of 3 • Processes utility billings; writes service orders for utility customers; checks meter books and computes billing amount, enters billing information onto computer; and mails out computer generated utility bills; • Receives utility bill payments over a public counter or through the mail; processes, balances, and deposits billing amounts; • Answer the telephone and respond to question on payments, pending accounts, open purchase orders, contract payments, and other City financial transactions; • Processes payroll time cards and enters payroll information into the computer; runs and processes computer payroll reports; performs daily and bi-weekly payroll procedures; • Performs routine accourlting system procedures including window receipts data entry, monthly general ledger journal entries, bank statements balancing, and generation of computer reports on payroll, revenues, expenditures, and other financial activities; • Process purchase orders; • Audit CIS-Orcom utility collections and receivables prior to posting; • Maintains various ledgers, registers, and journals according to established account classifications; • Performs related duties as required. A typical combination is: Accounting Clerk I Education: • Equivalent to completion of high school. Experience: • One year of experience in a position performing a variety of clerical duties. Accounting Clerk II Education: • Equivalent to completion of high school.. CITY OF LODI .ADMINISTR.ATIVE CLERK DEFINITION August 16, 2000 Provides a variety of routine to moderately difficult office support duties for various City departments and offices. These may include public contact, providing information, recordkeeping, specialized processing related to the department assigned, typing, word processing, preparing spreadsheets, maintaining databases, establishing and maintaining file systems; and performing related work as required. DISTINGUISHING CHARACTERISTICS Incumbents perform a variety of duties requiring the acquisition of knowledge of departmental and City procedures. This class is the fully qualified, journey level class of the City's Administrative Clerk series, competent to perform i variety of office support and clerical duties. Positions are characterized by the presence of guidelines from which to make decisions, and the availability of supervision to resolve non -routine problems encountered. SUPERVISION EXERCISED AND RECEIVED Administrative Clerks work under general supervision from senior clerical staff, or professional or managerial personnel. An Administrative Clerk may direct the work of part-time or temporary clerical staff, but is not considered a lead level of classification. EX-AINIPLES OF DUTIES Duties may include, but are not limited to, the following: • Performs a variety of support duties related to the department to assist staff in various office and public activities; • Serves as receptionist; receives and screens callers and visitors; provides information regarding City or department practices and procedures to a variety of parties and the general public; • Gathers information from individuals or reference sources to complete and process various forms, records and applications; and contacts individuals to obtain additional information; • Enters and retrieves data from computer systems, Operates personal computer, related softtivare and peripheral equipment following established formats; CITY OF LODI Page 2 of 3 Administrative Clerk • Operates computer systems, which may be used. Experience: • Two years of responsible journey level clerical experience. LICENSES AND CERTIFICATES • Possession of a valid Driver's license (Class C) issued from the California Department of Motor Vehicles. CITY OF LODI ADMINISTRATIVE SECRETARY DEFINITION August 16, 2000 Performs a variety of complex and/or confidential secretarial and administrative duties for a department; manages the clerical support functions of the department. DISTINGUISHING CHARACTERISTICS This class is distinguished from the general clerical classes by more complex, responsible and sensitive duties related to a position functioning as the personal secretary to a department head and by responsibility for managing the clerical support functions within a department. SUPERVISION EXERCISED AND RECEIVED Direction is provided by a department head. Functional or technical supervision may be received from departmental management staff. Responsibilities may include direct or indirect supervision of subordinate clerical positions. EXAMPLES OF DUTIES Duties may include, but are not limited to the following: • Serves as office manager to ensure work is handled on a priority basis and completed in a timely manner; • Acts as a receptionist; screens calls and visitors, and refers inquiries as appropriate; responds to complaints and requests for information based upon departmental policies and procedures; • Trains clerical staff in courteous and effective practices when interacting with the public; • Participates and assists in the administration of a department; handles routine personnel, payroll, purchasing and budget duties; • Initiates and maintains a variety of files and records for information regarding such areas as payroll, the budget and purchasing, maintains manuals and updates resource materials; • Types and/or transcribes a variety of written material from handwritten copy, types, and/or shorthand notes; • Gathers information regarding City and department activities and advises department or division heads as necessary; • Distributes information and materials generated by department head or management staff, CITY OF LODI Page 2 of 3 Administrative Secretary • Composes and handles routine correspondence not requiring the department head's personal attention. DINSTINGUISHING CHARACTERISTICS This position is responsible for the performance of numerous jobs or tasks that must be conducted at specific, regular intervals. PROJECT OVERVIEW Bryce Consulting was retained by the City of Lodi to conduct a compensation study for mid - management classifications. This report presents the final compensation survey results including: • Section I Project Overview • Section II Compensation Survey Results and Salary Recommendations STUDY OBJECTIVES The study consisted of the following objectives: • Review and recommend the labor market agencies and benchmark job classes to survey. • Collect and analyze base salary survey data for the selected benchmark classes. • Develop a salary plan for all classes in the General Services Unit using market data and internal relationships to ensure parity to the labor market and internal equity within the organization. City of Lodi Page 3 SECTION II - SURVEY RESULTS This section of the report presents the results of the compensation survey and includes: • Selection of labor market employers and survey classes. • Survey scope. • Presentation of the survey results. Presentation of salary recommendations SURVEY EMPLOYERS The overall objective in selecting survey employers is to define as accurately as possible the City's "Labor Market". A labor market consists of those employers with whom the City competes for employees. The criteria typically utilized in identifying those employers includes the following: • EMPLOYER SIZE - As a general rule, the more similar employers are in size and complexity, the greater the likelihood that comparable positions exist within both organizations. Specifically, agencies of similar size to Lodi are likely to have departmental structures and organization of positions more similar to the City than organizations that are significantly larger or smaller in size. • GEOGRAPHIC PROXIMITY - Geographic proximity is another factor utilized in identifying an appropriate labor market. This factor is particularly important because it identifies those employers that the City must directly compete with to recruit and retain quality staff. Furthermore, by selecting employers within close geographic proximity, it ensures that the resulting labor market will be generally indicative of the region's cost of living. • NATURE OF SERVICES PROVIDED - As a general rule similar organizations are selected as survey employers, because they all provide similar services. This is important for the following reasons: Employers who provide similar services are most likely to compete with one another for employees. These employers are most likely to have comparable jobs. These employers are most likely to have similar organizational characteristics. The data collected for each survey class included: • Title of each comparable class • Entry and top step monthly salary SURVEY METHODOLOGY The survey methodology utilized by Bryce Consulting included: • An initial telephone call to each labor market employer to explain the purpose and scope of the survey and confirm cooperation. • Letters sent to each labor market employer that included a listing of the survey classifications and descriptions of those classifications to survey. In addition to the collection of base salary, careful efforts were made to document the full -range of duties and requirements of all job classes as comparable to the City's corresponding survey classes. This included the collection of: • Reporting relationships. • Functional areas of responsibility. • The class's relationship to other classes in the series. Once the data collection phase was completed, the data was analyzed to produce the labor market top step mean (the arithmetic average) for each classification using the base salary as the basis of comparison. The top step salary for each of the City survey classes was then compared to the labor market top step mean which produced the percentage amount that the labor market mean is above or below the City. The salary information is as of April 2000. SALARY SURVEY RESULTS As indicated above, the survey involved the collection of compensation information for each of the City of Lodi Page 6 TM Bryce Consulting survey classes from the labor market employers identified. The results of the survey are presented below: Participation - Of the fifteen public employers surveyed, all were willing to participate in the survey process. Relationship to the Market - The following summarizes the City's relationship to the labor market for each survey class by market. The vast majority of the classes are 5% - 10% below the labor market. SALARY RECOMMENDATIONS In setting salaries for the City, Bryce Consulting has applied consistent compensation principles typically utilized in the public sector as outlined below: 1. Set the Lodi benchmark classes to the labor market mean 2. Set other classes internally based on the relationship consistent with other organizationally like classes or class series using the following guidelines: • Approximately 10% between entry and journey level classes in a series. • Approximately 10% - 15% between journey and advanced journey level classes in a series depending on the level of supervision exercised. • Approximately 15% between first-line supervisor and subordinate classes. • Approximately 15% - 20% between supervisors and section and/or division heads depending on levels within the organization structure. Classes that have no obvious occupational benchmark have been set to classes that have relative organizational value. Based on the above guidelines, the recommended salary plan is presented in Appendix B. Below is a description of the methodology used and draft findings and recommendations. METHODOLOGY In conducting this audit, a three phase methodology was employed including data collection, factual analysis, and development of a recommendation. The first phase, data collection, included completion of a Position Inventory Questionnaire by the employee, additional information provided by the employee, and individual interviews with the employee and their supervisor. The analysis process included review of all information provided during the data collection phase, review of current class specifications and related documents, review of classifications with similar organizational responsibility, and the application of classification principles. In conducting the classification audit the following allocation factors were utilized: Decision Malting This standard consists of a.) the decision making responsibility and degree of independence or latitude that is inherent in the position and b.) the impact of the decisions. Scope and Complexity This standard defines the breadth and difficulty of the assigned function or program responsibility inherent in the classification. General Services Classification Audits���!! 8 Page 2 Contact With Others Required By The Job This standard measures a.) the types of contacts and b.) the purpose of the contacts. Supervision Received and Exercised This standard describes the level of supervision received from others and the nature of supervision provided to other workers. It relates to the independence of action inherent in a position. Knowledge, Shills and Abilities (KSA's) This standard defines the knowledge, skills and abilities necessary to perform assigned responsibilities. These allocation factors are carefully and consistently applied during the analysis. Individual positions are classified according to the nature and kind of duties assigned to the position. The above allocation factors are standardized to create the ability to analyze different positions by defining job content in equivalent terms or factors. LA§tly, the assignment of additional duties of a similar nature to a position does not justify a higher classification. Redistributing work or adding employees, not by reclassifying existing positions, properly solves problems of excessive workload. FINDINGS AND RECONINIENDATIONS Each position was analyzed based on the above factors to determine the appropriate classification. Below is a conceptual description of the findings and a recommendation by classification. Peggy Nicolini, Legal Secretary The audit results found the job specification to describe a journey level legal secretarial classification that provides independent and complex legal secretarial support to a legal office. The duties performed by the incumbent fall within the class specification as described. No change from the current allocation of Legal Secretary is recommended. There does appear to be para -legal duties that are performed by a variety of positions in the City Attorney's office that could be more effectively performed by a para -legal type position. General Services Classification Audits Page 3 Kathy Fawcett, Administrative Clerk II The Administrative Clerk II describes positions that perform journey level clerical duties in support of an office. Kathy's position performs specialized support to the joint pole function within the Electric Utility Department. The duties related to the joint pole function are at the advanced journey level. The incumbent is clearly working outside the scope of her current classification. As a result, we recommend the reallocation 'of the position to a Senior Administrative Clerk. Sandra Smith, Support Services Supervisor Sandra's position was initially included in the General Services audit process. However, a concurrent Finance reorganization study occurred. Since there was a reorganization of Sandy's position as well as others, this position has been moved to the Finance reorganization process due to the nature of the changes being recommended by the reorganization. The Finance reorganization is recommending the position be allocated to a new broad class of Finance Technician. Bryce Consulting has reviewed the recommendation from a classification perspective and agrees with the intent of the new class and the related allocations. Rebecca Loveless, Library Assistant Based on a review of the class specification, this incumbent is working outside her allocated classification. The basic technical computer duties related to hardware and software support performed by the incumbent are beyond the journey level Library Assistant class. The position provides both traditional library support and basic technical computer support. Based on these findings, it is recommended the position be reallocated to the Senior Library Assistant to reflect the technical computer support provided to the department. Susan Bjork, Department Secretary Since the Parks and Recreation Director will be retiring in the next 60 days, it has been determined to put this audit on -hold until the new Director arrives. The current incumbent is receiving a 5% out -of -class differential. We recommend that differential continue until the new Director determines the intended focus of the position. Michelle Niemantsverdriet, Administrative Clerk II Based on a review of the class specification, this incumbent is working outside her allocated classification. The basic technical computer duties related to hardware and software support performed by the incumbent are beyond the journey level Administrative Clerk II class. The position provides both traditional office support and basic technical computer support. Based on these findings, it is recommended the position be reallocated to the Senior Administrative Clerk to reflect the additional technical computer support provided to the department. General Services Classification Audits FE5 �RT Page 4 Jeannie Matsumoto, Senior Engineering Technician Rick Kiriu, Senior Engineering Technician, Senior Engineering Technician Kay Tamura, Engineering Technician Supervisor Mark Chamberlain, Engineering Technician Supervisor Each of the above four positions has their own specialized area- of responsibly and expertise within the Public Works Department. Below is a brief description of each position's primary responsibility. • Jeannie is responsible for conducting plan check actives including performing engineering calculations, map design and adjustments, preparing legal descriptions, and researching and issuing encroachment permits. • Rick is responsible for conducting traffic studies, researching and analyzing traffic data for trends and solutions, and responding to traffic related issues and complaints for the City Council and the public. • Kay is responsible for maintaining CAD and GIS software programs as well as performing drafting duties. • Mark is responsible for conducting topographic surveys, construction staking, and right - of -way -research for the department. Based on the current class specifications, both the Senior Engineering Technician and Engineering Technician Supervisor classes are advanced journey level sub -professional classes that provide specialized and complex support to an assigned program area. The scope and complexity; decision-making; knowledge, skills, and abilities; contacts required by others; and supervision received and exercised are, while different in specific technical areas of expertise, equal in overall level. In addition, the organizational responsibility of the four positions is equivalent. Based on the duties assigned, we recommend all four positions be allocated to the Senior Engineering Technician class. As a point of clarification, classification recommendations are a reflection of how the City organizes itself to get the work done. How the department structures the organization is not a labor market issue. Organizations organize to get work done and that is independent of other organizations. Obviously, the City may get ideas from other organizations; however there are always more than one way to organize work. Further, the City has a philosophy to create broad classes where appropriate. The use of a broad class in this instance is consistent with the professional engineering series. Even though the employees would like specialized classes for their positions, there is no classification reason to do so at this time. Lastly there is no reason the employees cannot use the working titles (different from payroll titles) that they have suggested. flGeneral Services Classification Audits lCaXMRT D Page S As a historical matter, several years ago a classification audit was conducted and the consultant recommended the Engineering Technician Supervisor class be titled Senior Engineering Technician.
