HomeMy WebLinkAboutResolutions - No. 2019-251RESOLUTION NO. 2019-251 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE AMENDED JOB DESCRIPTION AND SALARY RANGE OF THE PROGRAMMER/ANALYST POSITION AND ADDING ONE PROGAMMER/ANALYST POSITION AND DELETING ONE SENIOR PROGRAMMER/ANALYST POSITION WITHIN THE INTERNAL SERVICES DEPARTMENT NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the amended job description and salary range for the position of Programmer/Analyst attached hereto as Exhibit A; and BE IT FURTHER RESOLVED that the salary range for Programmer/Analyst is hereby approved and shall be as follows: Classification Step 0 Step 1 Step 2 Step 3 Step 4 Programmer/Analyst $59,190.77 $62,065.26 $65,168.52 $68,426.94 ` $71,848.29 BE IT FURTHER RESOLVED that the Lodi City Council does hereby approve adding one Programmer/Analyst position and deleting one Senior Programmer/Analyst position within the Internal Services Department. Job descriptions are not intended to reflect all duties performed within the job. DEFINITION Under general direction, plans, organizes, and performs activities related to enterprise software; performs related work as assigned. Incumbent performs work of a professional nature, utilizing skills that require an understanding of SQL databases, construction of query language scripting, SSRS development and some web scripting languages. This position is expected to work with a very high level of independent authority and judgment. DISTINGUISHING CHARACTERISTICS Incumbents in this classification perform programming assignments on a wide range of municipal projects of moderate complexity. This class differs from the higher class of Senior Programmer/Analyst in that the latter is responsible for programming of a more complex nature. The incumbent is expected to have a well-developed background in support of IT and business operations, programming and security. The incumbent works independently with customers and other IT Division personnel to develop processes and procedures to solve problems. SUPERVISION EXERCISED AND RECEIVED Receives supervision from the Information Technology Manager and/or Senior Programmer/Analyst; may provide lead direction to theHelp Desk support staff. EXAMPLES OF DUTIES Duties may include, but are not limited to the following: Designs, develops, documents, analyzes, creates, tests and modifies computer systems, programs and integrations; Creates programs based on system requirements using .NET and/or other independent programming environments,; accurately documents all programs and keeps documentation filed and up-to-date; Arranges project requirements in programming sequence by analyzing requirements; prepares work flow charts and diagrams using knowledge of computer capabilities, subject matter, programming language, and logic; Maintains effective communication with user departments and about software vendor activities and system problems, status, timelines, and details; CITY OF LODI Page 2 of 4 Programmer/Analyst Researches, evaluates, and recommends solutions and appropriate technology to meet user's needs; Proficient in writing fine-tuned SQL queries, stored procedures and working with data in relational databases like SQL Server, MySQL, etc.; Maintains computer systems and programming guidelines by writing and updating policies and procedures; Meets with users as required to determine needs; assists in instructing the users in technical procedures or in the absence of the Senior Programmer/Analyst; Works with network and systems administrators to complete on-going studies of software and hardware characteristics applicable to the City's daily operations; Assists in the evaluation and implementation of software or hardware from outside vendors; Perform related duties as required. MINIMUM QUALIFICATIONS Knowled a of: Developer experience in C#, ASP.net, JavaScript, SQL etc.; Windows .NET Framework, including VB.Net and ASP.Net programming; Database design/administration experience (design, implementation, modification); SQL queries, stored procedures and working with data in relational databases like SQL Server, MySQL etc. Ability to: Recognize and resolve system related problems; work independently and make necessary decisions throughout the systems process within department guidelines; Identify, evaluate and solve program problems related to software development and software implementation; Work with SQL Server, Windows server environment, and Microsoft IIS, SQL Server Reporting Server; Produce technical documentation for training and software requirements; CITY OF LODI Page 3 of 4 Programmer/Analyst Communicate clearly, orally and in writing; Complete a project and exercise initiative with minimum supervision; Be flexible and be able to adapt to ever changing requirements; Establish and maintain cooperative and effective relationships with those contacted during the course of work. EDUCATION AND EXPERIENCE Any combination equivalent to education and experience that would likely produce the required knowledges and ability. A typical combination is: Education Possession of a Bachelor's degree from an accredited college or university with major course work in engineering, computer science, mathematics, or a closely related field. Experience Two years of increasingly responsible experience writing SQL and/or development in .NET environment, C#, ASP.net, JavaScript. WORK/ENVIRONMENTAL CONDITIONS: Willingness and ability to work scheduled and emergency overtime and be available on call as required. Mobility: frequent crawling, bending, stooping, and reaching. Lifting: frequent lifting and maneuvering of equipment weighing up to 75 pounds. Vision: essential duties require the mental and/or physical ability to read fine print on labels, manuals, maps, and diagrams and with no color deficiencies to work with color - coded wires. Dexterity: frequent grasping, holding, reaching, and repetitive hand movement and fine coordination when using a computer keyboard. Hearing/Talking: frequent hearing and talking in person. Emotional/ Psychological: frequent coworker contact; occasional working alone. Environmental: Work is generally performed in an office setting with frequent interruptions, multiple deadlines, and multiple projects running at the same time.
