A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A SOFTWARE LICENSE AND SERVICE
AGREEMENT FOR THE PURCHASE AND INSTALLATION OF A NEW PUBLIC
SAFETY SOLUTION SYSTEM FROM ZUERCHER TECHNOLOGIES, LLC, A
CENTRAL SQUARE COMPANY, OF LAKE MARY, FLORIDA, TO REPLACE
LODI POLICE DEPARTMENT'S EXISTING SUPERION SYSTEM; AND
FURTHER APPROPRIATING FUNDS
WHEREAS, the Lodi Police Department has utilized a public safety solution system
provided by Superion since 2008 which included Computer Aided Dispatch (CAD), Records
Management, Field Reporting and Mobile Computing; and
WHEREAS, during this time period technology has vastly improved, and Sungard has
been a frustration to end users and since being acquired by Central Square they have decided
to no longer allocate resources into improving the system; and
WHEREAS, a committee of potential users researched and examined a software system
by Zuercher Technologies, LLC, a Central Square Company and the group endorsed the
system which meets Lodi Police Department's needs in a number of areas and also provides a
number of other capabilities that will enhance the ability to provide better service to the citizens.
Staff recommends the City purchase and install this new public safety solution system; and
WHEREAS, Lodi Municipal Code Section 3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when it is in the best interest of the City to do so.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a Software License and Service Agreement for the
purchase, installation, on-going subscriptions, maintenance, and support of a new public safety
solution system from Zuercher Technologies, LCC, a Central Square Company, of Lake Mary,
Florida, in the amount of $1,021,104.94; and
BE IT FURTHER RESOLVED that funds in the amount of $450,000 be appropriated from
the AB1913 COPS Grant fund balance (21399000.77020); and
BE IT FURTHER RESOLVED that funds not expended in the outlined fiscal year will roll
over to the next budget year until completion of purchase.
