Box 3006 Lodi, CA 95241-1910 RESOLUTION NO. 2019-221 A RESOLUTION OF THE LODI CITY COUNCIL ACCEPTING REYNOLDS RANCH SUBDIVISION, UNIT NO. 2 (TRACT NO. 3846) AND UNIT NO.3 (TRACT NO. 384.7) PUBLIC IMPROVEMENTS; AUTHORIZING THE CITY MANAGER TO EXECUTE A LANDSCAPE MAINTENANCE AGREEMENT; AND FURTHER AMENDING TRAFFIC RESOLUTION NO. 97-148 BY APPROVING A THROUGH STREET ON STOCKTON STREET, FROM HARNEY LANE TO LEBARON BOULEVARD WHEREAS, Reynolds Ranch Subdivision Unit No. 2 and Unit No. 3 represent the remainder of three low-density residential subdivisions, located west of Reynolds Ranch Parkway and east of the Union Pacific Railroad; and WHEREAS, the improvement agreement for the project, approved by Council on July 11, 2017, requires the installation of all interior subdivision public improvements and street improvements on Stockton Street, from Harney Lane to the north boundary of the subdivision. The buffer trail along the south side of the subdivision and the park/basin improvements are also to be constructed with Unit No. 2 and Unit No. 3; and WHEREAS, as requested by the developer, Orchard Lanes - Lodi, LLC, the City Council agreed to partially accept the completed portion of the public improvements on March 21, 2018, to allow the homes within unit No. 2 to be built and occupied; and WHEREAS, the remaining public improvements associated with the sewer lift station, Stockton Street, buffer trail, and park/basin are now completed and ready to be accepted by the City; and WHEREAS, the streets to be accepted are as follows: Streets Length in Miles Stockton Street* 0.25* Interior Streets 1.13 Total New Miles of City Streets 1.13 'Stockton Street from Harney Lane to project boundary (0.25 miles) consists of street widening and sidewalk improvements in an existing street right-of-way and did not add additional miles to the City's street system. WHEREAS, the developer is required to execute a Landscape Maintenance Agreement to maintain the landscape elements installed with the public improvements for two years; and WHEREAS, Stockton Street, between LeBaron Boulevard and Harney Lane, is designed as a neighborhood collector roadway with one intersection stop control located at Stockton Street and Rocky Lane. Per California Vehicle Code Section 21101, through street designations are necessary to be enforceable at stop -controlled intersections; and WHEREAS, staff recommends accepting Reynolds Ranch Subdivision, Unit No. 2 (Tract No. 3846) and Unit No. 3 (Tract No. 3847) public improvements; and WHEREAS, staff also recommends authorizing the City Manager to execute a Landscape Maintenance Agreement; and WHEREAS, staff also recommends amending Traffic Resolution No. 97-148 by approving a through street on Stockton Street, from Harney Lane to LeBaron Boulevard. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby accept Reynolds Ranch Subdivision, Unit No. 2 (Tract No. 3846) and Unit No. 3 (Tract No. 3847) public improvements; and BE IT FURTHER RESOLVED that the Lodi City 'Council does hereby authorize the City Manager to execute a Landscape Maintenance Agreement; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby amend Traffic Resolution No. 97-148 by approving a through street on Stockton Street, from Harney Lane to LeBaron Boulevard.
