Adopt Resolution Approving the Addition of one Community Development Director
Position and Deleting one City Planner Position in the Community Development

RECOMMENDED ACTION Adopt resolution approving the addition of one Community
Development Director position and deleting one City Planner
position in the Community Development Department.
BACKGROU ND INFORMATION The Community Development Department is comprised of three
divisions: Building, Neighborhood Services, and Planning. The City
Manager has been serving as the Community Development Director
in addition to his role as the City Manager for the past five years.
With an increased volume of building and planning activities, along with the recent resignation of the City
Planner, the City Manager wishes to fill the vacancy with a Community Development Director.
The Community Development Director will be a working supervisor with oversight of three CDD divisions.
The new director will be tasked with performing a workload analysis in the department and report back to
Council on any unmet demands.
Staff reviewed the Community Development Director job description and propose amendments to the job
description to reflect knowledge, skills and abilities necessary for the Director position. Staff is not
recommending an increase to the salary which is currently $140,332.09.
FISCAL IMPAGT:The fiscal impact in FY 2019120 to the Community Development Fund
would be approximately $45,000. The General Fund has been receiving
support from Community Development to recognize City Manager time
spent serving as the Director. Given a new director will take time to get up
to speed, there is no need to adjust the FY 2019-20 transfer, however in
future years, the additional direct transfer of 50% ($149,000) of the City
Manager's cost to the General Fund will not be justified.

ADDING ONE COMMUNITY DEVELOPMENT
DIRECTOR POSITION AND DELETING ONE
CITY PLANNER POSITION WITHIN THE
COMMUNITY DEVELOPMENT DEPARTMENT
WHEREAS, the Community Development Department is comprised of three divisions:
Building, Neighborhood Services, and Planning; and
WHEREAS, the City Manager has been serving as the Community Development
Director in addition to his role as the city Manager for the past five years; and
WHEREAS, the City is experiencing an increased volume of building and planning
activities within the Department and there will be a vacancy in the Department with the pending
resignation of the City Planner; and
WHEREAS, the City Manager wishes to add one position of Community Development
Director and delete one position of City Planner within the Community Development
Department.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby approve
adding one Community Development Director position and deleting one City Planner position
within the Community Development Department.
