RECOMMENDED ACTION Adopt resolution approving the new job description and salary range
for the newly created position of Facilities Superintendent.
BACKGROUND INFORMATION: When the Fleet and Facilities Manager retired in 2012, the position
was left vacant, as was done with many positions across the City
due to the economic downturn. The Fleet and Facilities Manager

During the recession, development activity was minimal, which allowed the City Engineer / Deputy Public
Works Director to perform the managerial oversight necessary for the Fleet and Facility divisions, in
addition to his City Engineer role. Staffing had also been reduced in response to the economic climate.
ln 2017, Council approved the reclassification of the Fleet Supervisor to a Mid-Management position of
Fleet Superintendent. The Fleet Superintendent assumed managerial oversight of the Fleet Division;
however, the City Engineer / Deputy Public Works Director continues to provide day to day and
managerial oversite of the Facilities Division.
As development activity and the demand to deliver time-sensitive capital improvement projects has
increased; the City Engineer / Deputy Public Works Director must prioritize his efforts towards this job
function and no longer has the capacity to provide the necessary day to day oversight of the Facilities
Division. ln addition, homeless activity such as daily vandalism, trash and biologicalwaste clean-ups is
growing exponentially in and around City facilities is and is adding another level of building
superintendence that was previously not significant.
Council approved the position of Facilities Superintendent in the FY19/20 budget. Staff is recommending
Council approve the new job description and salary range for the position of Facilities Superintendent to
more effectively distribute facility maintenance related workload and to restore an appropriate level of
service.
The proposed new job description incorporates the essential functions, duties, and responsibilities
necessary to provide managerial oversite to the Facilities Division within Public Works. The proposed
salary for the Facilities Superintendent is $75,700.00 to $92,013.82, which is approximately 7 percent
above the salary range of the Fleet Superintendent, but still below market of surveyed agencies. The
proposed salary is commensurate with the level of knowledge, skills and abilities of the position and will
enable to the City to attract and retain qualified candidates. Additionally, Human Resources staff have
discussed this new position with LCMMA and it concurs with the job description and salary range.

FISCAL IMPACT The fiscal impact in FY 2019/20 would be approximately $131 ,640 including
benefits.
FUNDING AVAILABLE: Funding available through current FY 2019120 allocations.

the classificaiion, job description, and salary range for the position of Facilities Superintendent,
attached hereto as Exhibit A; and
BE lT FURTHER RESOLVED that the salary range for Facilities Superintendent is
hereby approved and shall be as follows:

FACILITIES SUPERINTENDENT
Job descriptions are intended to present a broad and general range of duties which
includes, purpose, responsibilities, and scope of work. Job descriptions are not intended
to reflect all duties performed within the job.
DEFINITION
Under general direction, the Facilities Superintendent manages and supervises building
and general maintenance activities related to the construction, remodeling, repair, and
preventative maintenance of City facilities, buildings, structures and infrastructure
including structural, mechanical, electrical, energy conservation; manages third party
services and service contracts; oversees the work performed by contractors and
consultants; and assists in the development and administration of budgets, policies,
procedures, and controls; performs related work as assigned.
SUPERVISION EXERC¡SED AND RECEIVED
Receives direction from higher level staff. Exercises general direction and supervision
over lower level personnel.
EXAMPLES OF DUTIES
Duties may include, but are not limited to the following
Performs management-level duties related to the position, including the day-to-day
management of the Public Works Facilities Maintenance Division; development and
administration of the budget, prepares estimates and forecasting data for job costing;
and establishes and maintains customer service standards and processes;
Supervises, plans, coordinates, evaluates, and reviews design and construction, and/or
repair and maintenance of city facilities and infrastructures;
Schedules, performs, and supervises preventive maintenance and corrective
maintenance work according to priority;
Manages, negotiates, and supervises service contracts, oversees the work performed
by contractors and consultants; reviews work to ensure proper completion and
compliance with laws and regulations and standards and ensures adherence to
specifications and verifies service deliveries are met. May represent the City in court
proceedings;
Manages capital improvement construction projects, deferred maintenance, and grant
funding; determines scope of work, prepares or reviews estimates and feasibility
studies; requests allocation of funding; prioritizes projects and manages expenditures;
prepare reports on status of facility management and provides internal customer
support to all departments within the City through enhanced communication and

feedback; provides cost analysis and status of completed and projected work and
projects for city departments;
Reviews laws and proposed legislation and determines impact to programs or projects;
remains current on energy conservation and environmental issues and prepares
recommendations of conservation measures and policy for City management; prioritizes
and manages projects to optimize performance of City assets;
Establishes organization goals, objectives, and priorities for all aspects of facility
management; establishes and insures that performance measures support the mission,
vision, and goals of this department and the City;
Plans, organizes and directs the work of personnel engaged in the construction,
renovation, maintenance and repair of City facilities and equipment; provides for training
and development, reviews the work and prepares evaluations of assigned staff;
investigates and prepares reports on accidents involving City personnel, equipment,
and buildings;
Oversees the City's contracts for various consultant services, including janitorial service,
pest control, roof maintenance and repairs, HVAC seryices, elevator maintenance, and
other contracted services; provides contract administration on major and minor building
remodel and construction projects, including all phases from planning to project
construction;
Confers with management to recommend modifications, renovations and maintenance
concerns;
Purchases building and maintenance supplies, machinery, and equipment; monitors
and administers permits issued and/or required for the operations of City buildings;
Performs other duties related to the operation of the department and the City including
additional duties that enable the department and City to meet the diverse needs of its
community; not all duties are necessarily performed by each individual holding this
classification.
MINIMUM QUALIFICATIONS:
Knowledqe of:
Principles and practices of management and supervision; basic municipal accounting
and budgeting practices;
Safety principles, practices, and procedures;

The uses and operation of materials, methods, tools, and equipment used in the
maintenance of buildings and equipment; building and equipment maintenance
procedures.
Abilitv to:
Under direction, plans and directs the operation and maíntenance of City buildings,
including a preventive maintenance program.
Analyze and interpret Federal and State regulations pertaining to the Facilities
Maintenance division.
Analyze problems, identify alternative solutions, project consequences of proposed
actions and implement recommendations in support of goals.
Design, prepare and review plans, specifications and engineers estimates; estimate job
costs, and keep neat and accurate records.
Negotiate terms and conditions of contracts; prepare Requests for Proposals (RFPs);
Plan, organize, and assign the work of subordinate personnel
Organize and conduct division training programs.
Establish effective working relationships with employees, contractors, and the general
publlc.
EDUCATION AND EXPERIENCE:
Any combination of education and experience that would likely provide the required
knowledges and abilities would be qualifying. A typical combination is:
Education:
Equivalent to a Bachelor's degree from an accredited college with major coursework in
public administration, business administration, Facilities Management, or a directly
related field.
Experience:
Five years increasingly responsible work experience in the maintenance and repair of
buildings or heavy equipment, two years of which were in an administrative or
supervisory capacity.
LICENSES AND CERTIFICATES:
Project Management Program (PMP) certification is highly desired
Possession of the appropriate valid Driver's License from the California Department of
Motor Vehicles.

Environment: Otf¡ce and field setting; travef from site to site; incumbents may be
exposed to noise, dust, grease, smoke, fumes, potentially toxic chemicals, and
inclement weather conditions; work and/or walk on various types of surfaces including
slippery or uneven surfaces.
Phvsical: Primary functions require sufficient physical ability and mobility to work in an
office and field setting; to stand or sit for prolonged periods of time; to occasionally
stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to
moderate amounts of weight on a frequent basis and to lift, carry, push, and/or pull
moderate to heavy amounts of weight on an occasional basis; to operate office
equipment requiring repetitive hand movement and fine coordination including use of a
computer keyboard; to travel to other locations using various modes of transportation;
and to verbally communicate to exchange information.
